1 Mekong Tanker Safety Management Objective To improve safety onboard inland waterway tankers through the preparation and implementation of a Vessel Safety Management System, thereby reducing the risk of accidents. Project type and duration National with Cross-border Impact 2 years 2

1 Mekong Tanker Safety Management Justification Badly defined measures for the Safety Management on board inland waterway tankers. Accidents and pollution are still existing Lack of rule and regulations relating to inland waterway tankers Lack of knowledge on how to prepare and use a safety management system on inland waterway tankers for ship-owners and boat operators Tanker’s inspection, verification and certification are limited. 3

1 Mekong Tanker Safety Management Outputs 1.Mekong Tanker Safety Management (MTSM) Code for inland waterway tankers drafted, approved and legalized. 2.Mekong Tanker Safety Management Code between the countries harmonized, at least on a bilateral basis i.e. Thailand/ Lao PDR. 3.A Vessel Inspection System (VIS procedures) prepared for relevant inspection. 4.Training conducted for ship operators, ship owners, crewmembers and authorities in the practical use of the Mekong Tanker Safety Management Code, the Vessel Safety Management System and the Vessel Inspection System. 5.Two pilot projects implemented with a shipping company/vessel operator and inspection authorities on the practical implementation of Mekong Tanker Safety Management Code. 4

1 Mekong Tanker Safety Management KEY ACTIVITIES Identification of the needs and requirements for safety management in order to draft a “Mekong Tanker Safety Management (MTSM) Code” Awareness workshop for stakeholders Harmonization of the MTSM Code with neighbor country (e.g Thailand with Lao PDR and Cambodia with Viet Nam) Conduct National Inspections for tankers to comply with MTSM Code. Training course for stakeholders to use MTSM Code. Identify two potential shipping companies/vessel operators for participation in the pilot project and carry out inspection audit. 5
