Competence of lead staff  Director of Environment is a PhD holder on Environment.  Head of section for CC is on further training (UDSM-IRA).  Bureaucrats including planners, engineers, land managers, senior politicians (councilors and mayors), municipal directors hardly informed.  CC units and funding are centralized in sector ministries.  In MLHHSD, most funds spent on workshop and travels- little goes to the grassroots. 17
