Quality Mark Dr. Ali Kamil Alsaed, Ph.D Department of Nutrition & Food Science Faculty of Agriculture University of Jordan

2 Article 20:  The Institution shall grant the Jordanian quality mark and certificates of conformity with standards and technical regulations pursuant to the results of conformity assessment procedures,  in accordance with instructions issued by the Board which determine the basis for granting the quality mark and certificates of conformity and the fees applicable thereto.  The Institution's task of granting certificates of conformity may be delegated to any body within or outside the Kingdom, recognized by the Institution according to international practices.

3  Recognition agreements for the competence of bodies that issue certificates of conformity in other countries may be concluded.  Certificates of conformity issued by certification bodies, which are accredited by an accreditation body recognized by the Institution, according to international practices may be accepted.

5  Quality mark has been defined as a trade mark owned by the national authority for standards and specifications;  the certified producer has the right to place this mark on his product to indicate that the product comply to its standard.

6 Advantages of Applying quality mark Benefits of quality mark can be classified to:  Benefits achieved by the consumer  Protection of the consumer against adulteration and misleading  The consumer will be sure that he will get a food product that complies to its standard  Providing the consumer with correct information to help him in selecting the product with the required quality  Protecting the consumer from the hazards related to safety problems such as food poisoning  The producer will have the chance to replace the food item in case it is not complying with its standard

7  Benefits achieved by the producer or manufacturer  Achieving consumer loyalty,  Having a good reputation  Reducing production cost as a result of applying the standards and accordingly enhancing the profit  Increasing the capability of the product in the competition process nationally, regionally and global  Establishing of QC or QA directorate and applying of statistical techniques  Due to the official continuous inspection, the food product will be produced with high quality constantly

 General Benefits  Enhance the food safety and hygiene  Support the national economy due to the increase in the export process of high quality food products  Reduce significantly the food adulteration and misleading processes

9 Techniques for obtaining the QM certificate Several techniques can be followed to have a quality mark; these include:  Inspection of the commodity by drawing a sample from the product to verify its conformity to the standard  Inspection of the commodity followed by further inspection and testing samples taken from the markets  Inspection of the commodity followed by further inspection and testing samples taken from the factory  Inspection of the commodity followed by further inspection and testing samples taken from the markets as well as the factory

10 Teqniques for obtaining the QM certificate…continued  Inspection of the batch  100% inspection  Inspection of the QMS of the organization or the plant and accepting it  Inspection of the commodity as well as the QMS of the organization or the plant and accepting it followed by further inspection of the QMS and testing samples taken from the markets as well as the factory.  The last technique is called “International conformity certificate No. 5” and it is applied in many developed countries

11 Basic elements of the quality mark Basic elements of the quality mark include issues regarding the  number of quality marks in the country,  what each mark consists of?  the special design for each mark,  the code of the specific standard related to the quality mark  the grade of the quality mark  identity of the owner of the quality mark

12 Basic elements of the quality mark (QM) ….cont  It is better to have only one quality mark for each country specially developing countries  QM was issued in Britain by the year 1903, in France by the year 1942, in India by the year 1956, in Egypt by the year 1959, in Japan by the year 1971 and in Jordan by the year  QM should be of simple design and represent something of interest in the country;  it may include the initials of the national institute for standardization  It is recommended to include number, date and grade of the standard related to the QM  The name of the owner or his code number should be written on the QM

13 Requirements needed for implementing QM, awarding conditions and methods used for certification Awarding of QM should rely on  transparency,  confidentiality and honesty. Awarding of QM means the following:  The product was produced according to a specific standard and it can be tested and inspected by any firm.  The product was produced under continuous inspection  The inspection was undertaken by the national institute of standards  The product was inspected to examine its conformity to its specification

14 Requirements needed to implement the QM  QM should be protected by a specified law and the inspection team should also be provided with the legal protection  The standard related to the issued QM should be mentioned  Quality control process is considered essential to guarantee conformity to the standard  Availability of qualified labs is considered essential to control using of the QM  Inspection to achieve conformity is considered essential  A plan to deal with complains should be available

15 Requirements needed to implement the QM  Instructions for awarding the QM should be published  The national institute for standards should make available the suitable advertisement and propagation for the QM.  Updated lists for the effective quality marks should be published periodically.  Costs should be kept as low as possible

Those conditions include: 1.Paying the application fees for the QM as well as the cost for testing, 2.control and inspection 3. A standard should be available for the product which will be awarded QM

17  The applicant applying for a QM should clarify in advance the method he will use in placing the QM on his product  The owner of the QM should follow strictly the instructions related to the awarding of the QM  The applicant for the QM should prove that he is the producer and is capable to produce the same product that comply to the standard  The applicant for the QM should provide the awarding board with all information needed specially those related to the factory, methods followed in control, testing and documentation
