 The election process of Board members is outlined by the Code of VA ◦ Composition of governing body ◦ Secretary to send copies of certificates to State Board of Elections ◦ Nominating petitions; posting of notice ◦ Names of nominees furnished electoral board; how ballots printed, etc ◦ Canvassing returns ◦ Persons eligible to vote ◦ Determination of candidates elected ◦ Expenses and publication of results ◦ District directors constitute governing body; qualifications ◦ Duties of district directors ◦ Designation of chairman; terms of office; filling vacancies

 There must be 5 or more directors for each district  One of the directors must be an extension agent of (one of) the county(ies)/city(ies) covered by the district  The other directors must live within the district boundaries  2 directors, appointed by the Board, must be qualified by training and experience to perform director duties

1. Identify soil and water issues and opportunities within the district or related to the district and establish priorities for addressing these issues; 2. Seek a comprehensive understanding of the complex issues that impact soil and water, and assist in resolving the identified issues at the watershed, local, regional, state, and national levels; 3. Engage in actions that will improve soil and water stewardship by use of locally led programs; 4. Increase understanding among community leaders, including elected officials and others, of their role in soil and water quality protection and improvement; 5. Foster discussion and advancement within the community of positions and programs by their district; 6. Actively participate in the activities of the district and ensure district resources are used effectively and managed wisely; and 7. Support and promote the advancement of districts and their capabilities.

 Directors are to be elected every 4 years in the general election (starting in November 2003)  nominating petitions, statements of qualifications, and declarations of candidacy shall be filed with the general registrar by the file date (normally in the middle of summer, differs depending on the type of election)  Registered voters can sign more than one petition

 All voters registered in the District

 In districts covering one city/county or less, the three candidates who receive the largest number of votes are the new board members  In districts covering more than one city/county, the two candidates from each city/county that get the most votes are the new board members

 Directors shall select a chairman from the elected/appointed members  The term of office of each district director shall be four years
