Results and Recommendations in the OPAC Annual Implementation Report 2013 In 2013 most funds are: Paid to beneficiaries (BGN 55,7 million) Verified (BGN 64,7 million) Reimbursed by the European Commission (BGN 71,3 million) A record number of processed payment requests – a total of 1018 for 2013 Identified challenges: Delays in project implementation Lack of sufficient number of payment requests by beneficiaries. The reason: a delay in the contracting and verification process in 2010 Financial corrections
OPAC contribution to the implementation of the NRP in 2013 and as of According to the updated in 2013 Action Plan 2011 – 2015 г. the following measures are performed under OPAC: I. Launch of Unified Information System for Combating Crime (UISCC) February 2011 – a new direct grant procedure is launched under sub-priority 3.3 of OPAC. It is aimed at improving the UISCC and 3 projects are implemented: Project of the Prosecutor's Office of the Republic of Bulgaria „Completion and improvement of UISCC and integration of departmental information systems with the core of UISCC” – completed in projects of the Ministry of Justice (MJ): „Completion, improvement and preparation for integration with UISCC of Directorate General „Execution of Punishments ” information system” and „Development, deployment and configuration of specialized information management system in Directorate General „ Security” and its incorporation in UISCC” The two projects of MJ will be completed in They will allow the data transfer between DG „Execution of Punishments”, DG „Security” and the core of UISCC.
OPAC contribution to the implementation of the NRP in 2013 and as of (2) II. „Human Resources Development in Public Administration” 2 projects of the Council of Ministers Administration under sub-priorities and aimed at establishing an Integrated Information System, including the Administrative Register. The projects were approved in February 2013 with an implementation period of 18 months. At the end of 2013 the public procurement documentation was developed. III. „Expansion of Infrastructure and Operationalization of e-Governance” 4 projects of the Ministry of Transport, Information Technology and Communications (MTITC) under Priority axis III of OPAC – as of two of the projects are still running and the other two are completed, respectively on (К ) and (К ): Project К / „Development of the electronic administrative services delivery”; Project К / „Improvement of the service delivery to the citizens and the business sector in MTITC through the development of e-governance in the field of spatial data and services”; Project К / „Improvement of the service delivery to the citizens through upgrading of the Central e-Governance systems”; Project К / „Upgrade of existing and construction of new central systems of e-governance in order to imrpove the information and communication environment for better administrative service delivery to citizens and business” (part of the project activities contribute to the implementation of Measure „Development of tooling environment for creating electronic administrative services ” ).
