III. The French Revolution 3. Louis XVI would not allow the clergy and nobles to pay taxes, so the 3 rd estate vowed to create a constitution and a new government. 4. When representatives for the 3 rd estate met to discuss the constitution, the doors to their meeting place were locked. So, they met at a nearby tennis court
