Goal: Inventory Existing Infrastructure Develop an anchor institution access & use inventory tool, process & facilitate data collection. Big question: Is the $5 million ARRA-funded fiber optics investment in Lincoln County in use? 5

Inventory – Community Anchor Institutions (CAI) Note: Since the completion of survey efforts, one additional site is using ARRA-funded fiber. 6

CAI Inventory Key Learnings – General 26% using ARRA-funded fiber Speed tests: o Download: 2.27 – 65 Mbs o Upload:.34 – 56 Mbs Broadband satisfaction based on: o Type of technology o Provider o Price o Familiarity, expertise & use 9

Inventory Key Learnings – Libraries Communications top broadband use by staff Patron broadband use: <5%-70% Most frequent internet challenge “too slow” – but speeds matched cost Other challenges were limited: o Hours o Staffing o Funds o Equipment o Technical expertise 10

Inventory Key Learnings – Medical Most healthcare facilities use fiber Internet services rated “very satisfied” or “satisfied” ARRA-funded fiber concerns: o Price o Future availability o “Dismal” speed test results (one site visit) 11

Inventory General Learnings – Municipal Use at additional County locations is currently cost prohibitive County courthouse use is robust 12

Goal: Infrastructure Inventory–Telecom Providers Develop a broadband provider inventory & collect data about current & planned services. Big question: Can we learn more about services in the County than currently reported on the WSBO map? 13

Key Learnings –Telecom Providers Yes, but it won’t be easy! List of providers grows from 13 to 26 Competitive market made survey largely unproductive New Service Providers 14

Goal: Assessment – Community Develop an outreach & assessment process to collect data from the education community. Big question: Would access to high speed broadband help mitigate youth outmigration? 15

Key Learnings – Community Assessment Superintendents & Career Counselors Queried – Current access to broadband – Broadband and youth outmigration – Need for educational opportunities beyond HS NoaNet built to some schools after all – Are they connected? If not, why? 16

Goal: Evaluate PUD as Middle Mile Provider Identify Washington PUDs supporting broadband services, gather information about best practices & lessons learned. Big question: Should the Lincoln County PUD get into the broadband business? 17
