The Children and AIDS Regional Initiative (CARI) Objective: To Support governments and other partners to implement, where they exist, their National Plans of Action for Orphans and Vulnerable Children or equivalent national objectives

Nine Country Focus Angola, Botswana, Lesotho, Namibia, South Africa and Swaziland – DFID supported Malawi, Mozambique and Tanzania – AUSAID supported In coordination with the UNICEF East and Southern Africa Regional Office

Workshop Objectives 1.To foster sharing of country experiences & lessons in designing & implementing M&E systems for NPA 2.To identify barriers & challenges to implementing M&E systems for NPA & identify strategies to address these 3.To review & strengthen the regional CARI and M&E plans 4.Develop a documentation & dissemination plan of lessons learned/best practices in each CARI country & at regional level 5.To identify future support/technical assistance needs

Challenges Planning & Systems Development Variation in OVC definition at global, national & program levels Lack of baseline data on OVC Policy framework objectives too high level - difficult to implement & monitor Parallel monitoring and lack of integration across ministries responsible for children No system to ensure most vulnerable children are registered and counted

Challenges Implementation Plans made but not costed or funded Double counting (individuals, services, sites) Inadequate human resources & inaccessibility in rural areas Duplication in data collection, data flow & reporting Confidentiality of data

Challenges Application Most vulnerable children may not be registered OVC plans (including M&E) not harmonized with larger HIV/AIDS plans
