In summary, the resolution: Urges the continued development of halon alternatives for fire extinguishing systems in cargo compartments and engine/auxiliary power units, and improved alternatives for hand-held extinguishers; Establishes a mandate for the replacement of halon: in lavatory fire extinguishing systems used in aircraft produced after a specified date in the 2011 timeframe; in hand-held fire extinguishers used in aircraft produced after a specified date in the 2016 timeframe; and in engine and auxiliary power unit fire extinguishing systems used in aircraft for which application for type certification will be submitted after a specified date in the 2014 timeframe. Those associated with aircraft manufacture and maintenance should verify the quality of halon in their possession or provided by suppliers. Encourages continued collaboration with the UNEP Ozone Secretariat through TEAPs HTOC on the topic of halon alternatives for civil aviation. States are to inform ICAO regularly of their halon reserves and to report them to the Council and next Assembly. The Council to report progress on the development of halon alternatives for fire extinguishing systems in cargo compartments, engine/auxiliary power units, and hand- held extinguishers to the next Assembly. Mandates halon replacement dates in new aircraft that are acceptable to industry. Does not require the retrofit of halon alternatives in the existing fleet of aircraft. Thus avoiding costly modifications and idle aircraft; problems for poorer nations who typically use older aircraft; and unnecessary emissions that would likely occur through forced retrofit. Encourages development of alternatives for aircraft and the reporting on reserves of halon held for civil aviation. Continues collaboration with TEAPs HTOC on halon replacement options.
