Table of Contents: 2 Field Monitors Recruitment process Why providing support through Field Monitors? Roles and responsibilities of the Field Monitors When and how shall we all use the Field Monitors?

The Field Monitors: Training & Expertise 3 Field Monitors are professionals in different field of experience and training: Engineering Finance Sociology They can be compared to the SOs (Support Organisations) used by the (rural) CPC (Community Project Cycle) Field Monitors will provide technical support to WSPs to implement their WSTF-funded projects

The Field Monitors: Status within the WSTF 4 Field Monitors (FMs) will sign a contact with WSTF Field Monitors are not employees of WSTF Each project will benefit from the services of three (3) Field Monitors Each FM will get a specific number of days per project or group of projects

The Field Monitors: Roles and Responsibilities 5 Field Monitors: Are not responsible for implementation of WSTF funded projects Are expected to build capacity at WSP level (if required) Are members of the Project Task Team Provide advice to WSP staff responsible for the project Facilitate various project activities Monitor on behalf of- and report progress to WSTF Report on problems encountered to the WSP and the WSTF Propose improvements in tools and concepts Have a team leader Have clear Terms of Reference

The Field Monitors: Engineering 6 Engineering Field Monitors: Facilitate preparation of work programmes Participate in Site Meetings Assist in scheduling of activities Provide and explain technical drawings Participate in coordination activities Provide technical advise to WSP and Contractor Report irregularities Advice the WSTF on technical issues Report on progress and challenges

The Field Monitors: Social 7 Social Field Monitors participate in: The establishment of the Project Task Team The data collection exercise The design of the accompanying measure programme Site identification (kiosks, public sanitation facilities) Community mobilisation and sensitisation The preparation and implementation of training programmes Preparation of facility (kiosk, public toilet) management concept They also: Monitor progress Advice the WSTF on the improvement of concepts & approaches Report irregularities Facilitate preparation of work programmes Report on progress and challenges

The Field Monitors: Financial 8 Financial Field Monitors: Assist in the preparation of the facility (kiosk, public toilet) management concept Participate in the preparation of the operational phase of the project Strengthen WSP staff on low income areas Monitor performance of the project (collection efficiency, etc.) Improve computer skills of WSP staff (if needed) Assist in the development of a customer care concept Monitor progress Advice the WSTF Report irregularities Facilitate preparation of work programmes Report on progress and challenges

Tools the Field Monitors will Use 9 The Field Monitors have the following tools & equipment: The toolkits prepared by the WSTF Posters Laptop computer GPS device Laser printer External hard-drive & flash disk Flip charts papers Digital camera All the necessary computer software (AutoCad, MS Office, etc.) Etc.
