California’s Solar Rights Laws  Solar Rights Act (CA Civil Code 714): bars restrictions on homeowners associations on installation of solar energy installations.  Amendment in 2003: Public entities should not place unreasonable restrictions on procurement of solar energy systems when applying for state-sponsored loans and grants.  Amendment in 2004: Prohibits local governments from restricting the installation of a solar energy system based on aesthetics.  Solar Shade Control Act, 1979: Addresses shade from neighboring vegetations.  Solar Easement Law (Civil Code Sct. 801, 801.5): Provides opportunity to protect future solar access via a negotiated easement with neighboring property owners.
