Syrian universities suffer from absence the complementary system for scientific research and the weakness in the investment The reasons for that are discussed in many articles and several scientific forums, One of these reasons: 1) There is no separation between the teaching job and the researching job of the professor in the faculty who spends all his time in teaching process. 2) The weakness in the expenditure on the scientific research. 3) The absence of the complementary relationship between the Universities and the productive sectors of public and private institutes and the participation of the private sectors is so limited in financing of the scientific research.

3-Innovation sector: and the Syrian record in the field of patents is not empty, it is back to year 1945 when Syria has awarded the first patent for one of its citizens, but it has not policies to encourage the innovation process. Syria has acceded to the Intellectual Property international Organization in 2004, it decided a national law which executes the rules of the organization, and was acceded in 2003 to the international cooperation agreement for the patents.
