When Disaster Strikes Ramp up the RC office : –Socio-economic and cultural analysts –Delegation of UNDP responsibilities to Country Director or Deputy Res Rep –Recovery Advisor and Operational Field Coord who are independent of UN agencies –Media/communications section –Civil-military relations (country specific)

More core functions Consolidated reporting on use of resources Aid coordination, and possibly consolidated resource mobilization Facilitate policy dialogue w/ Govt, donors and NGOs Data/Information management for policy decision-making – while building up govt capacity from the start

Still more (imp) function Provide Common Service with proven value-added (become demand driven) Identify gaps; help broker marriages between resources and needs Spokesperson for Clusters and Cross- Cutting Services

Addressing these Functions DGO advises RC of skills proven useful in past crises – with roster for surge capacity (be supply-driven) DGO provides seed resources to kick- start the ramp-up RC liaises with natl institutions whose proven skills can feed into UN policy development and dialogue

Resourcing the RCO Immediate/early recovery: supply driven functions (as advised and financed with help of DGO) Defined term limits of ramped up RCO staff Demand-driven, value-added functions would be cost-shared by UN agencies and possibly donors

Other Resources DGO invites Specialized Agencies to second qualified staff to RC office to address cross-cutting issues and feed into UNCT thinking (e.g. environment, human rights, gender). This may reduce attempts by small or non- resident agencies investing time to set up vertical programmes
