County of Fairfax, Virginia The New Stakeholders Continued The TAC with 11 members will represent citizens, disabled, and elderly communities. The new 13 members will represent various interests groups proposed. The new Advisory Group will be comprised of 24 members. Department of Transportation 5

County of Fairfax, Virginia TAC Discussions Staff attended TAC meetings on May 15 and June 5 to discuss funding alternatives and outreach. The TAC was helpful in identifying new members for consideration for the outreach Advisory Group. Identification that support should be in place for the following: –Legal/financial concerns (revenue generation) –Schedule for public outreach efforts The TAC schedule for Summer 2012 as it relates to providing advice on funding alternatives and outreach efforts. County of Fairfax, Virginia TAC Summer 2012 Schedule TAC is planning to work with staff through August to support the development of the transportation funding alternatives and outreach efforts. Staff is working to draft agendas specific to funding alternatives and outreach planning for the following TAC meetings: –Tuesday, June 19, –Tuesday, July 17, –Tuesday, July 31, –Tuesday, August 7, and –Tuesday, August 21. County of Fairfax, Virginia An Advisory Group will guide community engagement –Advise county staff and consultant of outreach strategy –Review a variety of methods for collecting public input (public meetings, surveys, web page, etc.) –Report the communitys priorities to the Board The outreach strategy will include informational materials –Transportation needs (prioritizing projects, construction timelines) –Funding shortfall –Revenue options –What existing resources will buy The Advisory Group will consist of about 24 members: –11 TAC members –13 additional Fairfax County transportation stakeholders Department of Transportation 8 Proposed Community Outreach

County of Fairfax, Virginia June – August 2012 –TAC and staff planning activities –Board confirms members to the Advisory Group (Jun) –Meet with individual Board members to discuss proposed outreach plan (Aug) September – October 2012 –Public outreach occurs –FCDOT and Advisory Group recommend a specific outreach plan to Board for approval (Sept 12) –FCDOT and Advisory Group report outcome to Board (Oct) –Consideration of any legislative changes required (Oct) December 2012 –Adoption of legislative program 2013 and beyond –General Assembly consideration –Implementation of projects Department of Transportation 9 Updated Community Engagement Timeline

County of Fairfax, Virginia Other On-Going Activities DMB and DOT staff are currently working to obtain updated revenue information for a variety of potential revenue sources. Researching nationwide best practices in public outreach efforts focused on raising additional revenues for transportation projects. Several factors will be considered in the determination of projects considered for the new funding alternatives: –Transportation needs based on the ten-year plan project tiers –Benefit-Cost Analysis (BCA), including congestion mitigation –Advisory Group and public input The Board Transportation Committee will be updated on progress at its next meeting in September Department of Transportation 10

County of Fairfax, Virginia Benefit-Cost Analysis (BCA) Next Steps Department of Transportation 11 Staff is working to incorporate the use of BCAs into consideration for countywide projects receiving new funding. Consultant support is being sought for the development of a BCA modeling application. –The application will be applicable to all types of multi-modal projects, including roadway widening, intersection improvements, interchange improvements, pedestrian and bicycle facilities, park-and-ride facilities, etc. –Tailored to the needs of Fairfax County. Estimated completion of the BCA application is Fall It is anticipated that the application would be used to analyze priority projects considered for new funding alternatives. Consultant would be asked to assist with public outreach efforts in Fall BCA tool will be used during public outreach efforts.
