DARE First National Initiative for Institutional Repositories Report on Discussion Group Berlin, OAForum, 28 March 2003 Diann Rusch-Feja Digital Academic Repositories (in the Netherlands)

The Essential DARE Goal –Use Institutional Repositories as building blocks for a national infrastructure for electronic publishing Short Individual Strategies showing different methods of capturing metadata, controlling metadata and objects included Dissertations, pre-prints, e-prints, conference papers, inaugural papers complete with accompanying video, etc.

The Metadata Issues Almost all institutions have more elaborate metadata sets and are dumbing them down to comply with OAI standards This may be wrong Suggestion to determine what metadata is necessary for different types of objects in a repository server (key issue: what metadata do the users need?) Suggestion to have the Dutch Initiative present first solutions to key institutions for intl review…

Additional Metadata Considerations Issues such as Version Management were touched upon as being extremely important Also connections between different media, different formats, different but related renditions (i.e., dc:relation) Preservation / Archival Metadata Standardization is the most important issue

Organisational Issues How to get the authors/creators to submit metadata and also the objects themselves The role of the university in policy issues and requirements AND in support of the IR work How to research what the users need and/or expect from institutional repositories Next steps: copyright issues, certification through review committee within the institution, support tools and services for the scientific community (such as references, citations, etc.)

DARE Philosophy Expanded to International Scope International concensus on metadata needed International meeting for institutional repositories (European) New directions and areas of influence for OA Initiative (>Herbert van de Sompel…) The DARE Group will report on their work and draw others with them in building a network which can be expanded upon.
