Implementation Update As a result of changes initiated by the release of OMB Bulletin 03-04, Supplemental Implementation Meetings (SIMs) were held from March 2, 2004 through April 1, 2004 There were: a total of 14 SIMs a total of 122 NPAs were affected 38 States were involved 6,680 rate centers in the new top 100 MSAs compared with 5,528 in the old definitions All changes will be implemented as of September 30, 2004 and can be found in the Rate Center File Changes on the website

Other PA Activity Met with NOWG April in Concord, CA regarding PA performance evaluation for Submitted responses to NOWG questions and 2003 Highlights document on May 13. Responded to two industry complaints that were sent to the FCC: –Received March 3 via regarding alleged missed deadline for block assignment. Responded March 17. –Received April 13, a letter about a reclamation issue dated April 6. Responded April 20. Participated in proceedings in New Hampshire regarding IANXX procedures as they relate to pooling. Provided report of Non-Participating Carriers to FCC on May 12. All affected state commissions received notification of their specific information by May 14.
