Steering Code Proposal SC (2 Digit) + NPA + XXX+ XXXX Rationale: Transition Problem - 0+ Dialing is not supported Dialing Problems Requires a prefix in transition and also on an ongoing basis for inter SC dialing Eliminates uniform dialing throughout the NANP User Impact No simple rule for transforming an old number to a new number Requires users to learn new geographic segmentation post implementation Code conflicts - conflict between SC's in the 00 to 11 range and the existing NANP prefixes (e.g., 00, 01, 101XXXX, etc.). Rationale for Elimination of Steering Code Proposal

Approximately 20 additional proposals were considered. The following 4 examples represent other unique concepts submitted by the public: Postalized Structure (ZIP Codes) - Two proposals were received recommending the use of U.S. postal zip codes as five-digit NPAs. K Digit (eleventh digit) Service Identifier - This proposal was offered to resolve the problems associated with the increase in the number of NPA splits. A single NANP number which uses an eleventh digit to differentiate between services and/or applications e.g., home, office, fax, cellular, etc. Non-Disruptive Plan for NANP Expansion - This proposed NANP Expansion Option uses five-digit NPA codes which, ultimately replace the existing three-digit NPAs. The two new digits are added after the existing NPA (i.e., NXX +XX). Additional Plans that were Eliminated
