20 th SCM of COSCAP-SA 4 History Director General of Civil Aviation (DGCA) was formed under the Aircraft Act of Till 1972, the DGCA was the regulator as well as the service provider for CNS and ATM and also managed all the airports in the country International Airports Authority of India (IAAI) formed (to manage four international airports - Delhi, Mumbai, Kolkata and Chennai ) National Airports Authority (NAA) (to manage the domestic airports) IAAI and NAA merged to form the present Airports Authority of India (AAI)

20 th SCM of COSCAP-SA 12 Audit of DGCA by International Agencies 1997FAA, USA – International Aviation Safety Assessment team DGCA India was rated in Category I Follow-up in 2001 ICAO – Universal Safety Oversight Audit team DGCA has a comprehensive regulatory framework System established by the DGCA enabled the State to fully comply with its obligations. A sound system of control and supervision existed in India.

20 th SCM of COSCAP-SA Universal Safety Oversight Audit team of ICAO Total of 70 findings 63 out of 70 findings have already been addressed. Remaining findings mainly in the area of CNS/ATM are being addressed through ICAO TCB project Based on ICAO s audit report FAA, USA – International Aviation Safety Assessment team DGCA India retained Category I. Audit of DGCA by International Agencies

20 th SCM of COSCAP-SA 19 State Safety Programme - India State Safety Programme prepared by as required by ICAO European Commission under the project Institutional Capacity Building for the Civil Aviation Sector in India (ICCA) assisted DGCA in the finalisation of SSP SSP Training for DGCA and industry conducted by ICAO in May 2010

20 th SCM of COSCAP-SA 20 Safety Policy and implementation of SSP Safety Policy of India prepared Director General under the Aircraft Rules is responsible for formulation and implementation of SSPSSP Implementation of SSP phased – upto November 2013
