Introduction Present a conceptual framework of the international system of financing for development, in order to identify challenges and opportunities for non-reimbursable cooperation. Main question: How to improve effectiveness in a context where non-reimbursable cooperation has lost ground compared to other forms of cooperation, there are more actors and priorities, less financial resources and increased pressures for reform?
