Sep07, Overview JAXA/ RESTEC Keio Univ. Ministry of Agriculture, Forestry and Fisheries of Japan AFFRC/MAFF Center for Environmental Remote Sensing CEReS, Chiba Univ. FFPRI : Cooperative Organizations NIRENIAES (Research Institutions of MAFF) Agriculture & Forestry related disaster monitoring Land Condition Map Provision for Japanese Local Resident Gateway for Dispersed Servers, & Social Application Development JAXA/RESTEC is developing prototypes of interoperable system to verify the interoperability of dispersed systems, and to study future service of Earth observation satellite data distribution for public users, in Cooperation with external organizations

Sep07, Aqua/AMSR-E, ALOS, … Through the prototype development, we are studying key points to realize operational services using interoperable system. After prototype development, systems are to be operated and maintained mainly by cooperative body. In future, our aim is to adopt interoperable technology for Earth observation satellite data providing services to promote satellite data. Overview JAXA Data Easy to find, access, retrieve, bind with various data resource, etc … Interoperable network via internet Statistic Data Satellite Data Map Data

Sep07, Data contents take an important roll as much as (or more) than hardware/software system to make an service system. - After first prototype has made using sample data set, data contents, data creation algorithm, and information reliability, become most concerning topic now. - Some of the current data contents are now under reconsideration. (e.g. average NDVI in normal non-drought years may come to be difficult and be changed to other product.) Our approach : First, develop prototype system using prototype data. Next, examine the adequateness and reconsider services (data, GUI, server ability, etc). (to achieve better services with Best Effort ) Agriculture & Forestry related disaster monitoring Topic in concern Researchers are considering data product suitability and data creation algorithm. How to see vegetation changes …. NDVI and NDWI ? Which RGB band selection would provide better view? How to differentiate inundation area precisely from other area ? How to reduce influence of the sun grid in MODIS image ?

Sep07, Ongoing Working - Geographical rectification script for MODIS has being developed to use satellite data with map data. (Geo-location accuracy is important factor.) -For Vegetation Monitoring System, data product and data creation algorithm is now under reconsideration. - For Inundation Monitoring System, sample data set is newly created. -Concerning WMS, 2 paralleled display window to compare 2 images easily is tried. Future Plan - After prototype development, the system will be transferred to MAFF to start operational service using up-to-date data. (Expected after next February) Agriculture & Forestry related disaster monitoring Status and Future Plan

Sep07, ~Introduction and status~ Land Condition Map Provision system for Local Resident With Chiba Univ. ***

Sep07, Land Condition Map Provision for Japanese Local Resident Outline Target User : Public User (Japanese Local Residents) Target Area : Japan (Test Site : Chiba Prefecture) Data : - Land Condition Maps (1/50,000 scale) published by Ministry of Land, Infrastructure, and Transport (e.g. Geomorphological Land Classification Map, Soil Map, Sudsurface Geological Map, Land Use Map, etc ) - Satellite Images (e.g. RGB Image, Satellite based Land Use Map, etc) Usage : Allow local residents to easy access to the land information resources of their interested local area.

Sep07, Sample of the Geomorphological Land Classification Map

Sep07, Land Map, Such as Geomorphological Land Classification Map, may imply information about weakness against the disaster of the local area. © Dr. Ushiyama of Tohoku Univ. Flood Caused by Massive Rain in Fukui Pref. and Niigata Pref. this year. Importance of Easy Access to Useful Resources Artificial bank may reduce the risk of the flood occurrence, and may also reduce the awareness of the potential weakness of the land … ? City Area expands to low hinterland, where is vulnerable to flooded water from the river, and had been used as non-housing area in the past. Sep07, Land Condition Map Provision for Japanese Local Resident Service Image of the System CEReS OGC Server - Land Maps - Geomorphological Land Classification Map - Sudsurface Geological Map - Soil Map - Land Use Map - Satellite Image (Past) - Satellite Image (Recent) - Elevation map - General Map : Postal Code JAXA OGC Server - Satellite Images Link to Plain Guide.

Sep07, We ve just started on scheduling and developing a prototype system with Chiba University. * Software Environment: Free and open WMS source, Minnesota MapServer, is selected so that Chiba Univ. would - setup the WMS server and client at the minimal cost, and - maintain the system by themselves in future. * Data Preparing (Maps): Among the Chiba Univ. s archived maps, - paper scanned (400dpi) maps of whole country-, maps of the target area have been preprocessed to suite to be provided by WMS, and have been uploaded in the WMS server. Land Condition Map Provision for Japanese Local Resident Status

Sep07, Land Condition Map Provision for Japanese Local Resident Status Followings works are ongoing. *Preparing Data Meaning Guide: Since the legend is not enough for public users to interpret and guess the potential weakness of the land against disaster, plain explanation of important category and general guidance will be created. *Preparing Other Data: - A few ortho-rectified Satellite Images will be created to be used with maps. - Sample Polygon data of some category (e.g. lowland classes, artificially piled area, etc) will be created to compare paper-scanned image vs. polygon(vector) image. *System Development:

Sep07, Land Condition Map Provision for Japanese Local Resident Future Plan After develop the prototype, *Chiba Univ. is thinking about ; - Introduce the prototype system to the local government. - Evaluate usefulness of the service - Enhance data (old maps, etc) *And hopefully, - Expand the service area to the other prefectures. - Input ALOS images

Sep07, ~Introduction and status~ Gateway System Development for Dispersed Servers, & Social Application Development With Keio Univ. *** will be done by Prof. Fukui in EO Data Portal Session

Sep07, Future Plan for Other OGC Activities Plans for WCS - Start primal and small development using some sample satellite data which already have standardized metadata. By - examining detail of the WCS1.0.0 specification, - focusing on Required function and important Optional function of the WCS Request (GetCapabilities, DescribeCoverage, GetCoverage) - studying how to answer to data query(DescribeCoverage) using XML and GML, - enhancing image processing function of current WMS system Standard metadata format (JMP2.0; ISO compliant) - Start learning of detail of metadata standard, and start creating dataset of metadata of JAXA archived data in the ground station.

Sep07, Thanks for your attention. ***
