Background on Stormwater Utility In 2011 the City of Roswell implemented a Stormwater Utility. The stormwater system was built over 30 years ago and is failing. The 2009 flood in Roswell helped persuade the policy makers. The Stormwater Utility is a fee to cover the expenses of operating and maintaining the Stormwater Management program. User fees are charged based on the impervious surface of a parcel. The fees are charged to everyone who places a demand on the stormwater system, even tax exempt properties. Customers can reduce their stormwater fees through appropriate credits.

What are Impervious Surfaces? Development of a property could ultimately affect an entire watershed Stormwater runoff has a direct association to pollutant concentration. Impervious area is defined as the areas within a developed parcel which prevent or significantly impede the natural infiltration of stormwater into the soil. Examples would include: Rooftops Driveways Sidewalks Patios Parking lots Storage sheds Swimming pools

Stormwater Utility Billing Computing Impervious Surface Rooftop 2,464 square feet Driveway 1,514 square feet Backyard Patio 309 square feet Sidewalk 228 square feet Total 4,515 square feet Monthly stormwater fee for 4,515 square feet of impervious surface are is $3.95 The City of Roswell has established two general customer classes: residential and non-residential. All residential customers have been divided into four (4) tiers based on the amount of impervious surface area on their property. Non residential customers receive a customized bill.

Stormwater Utility Credits What they are: Incentives in the form of credits are given for practices that benefit the Stormwater Management program. These credits reflect as a deduction in stormwater fees. There are 6 credit opportunities for residential customers and 9 for non- residential (commercial) customers. What we need to do: Look at the impact of stormwater runoff on impaired streams and the stormwater infrastructure. Take a closer look into what low impact is.

Goals and Objectives This case study will: Challenge the validity of the low-impact parcel credit. (15% or less impervious area in comparison to total lot size) Challenge the belief that impervious area alone is the best way to assess a parcels impact. Challenge the belief that stormwater credits should be based on impervious surface alone. Assess whether the underlying hydrologic soil type and land cover influences the impact of a parcel. Conduct its challenge by calculating weighted curve numbers to assess a more accurate impact of a parcel.

Curve Numbers and the TR-55 Method The NRCS has determined a TR-55 (Technical Release no. 55) hydrologic assessment methodology. The TR-55 method calculates stormwater runoff through the use of hydrology runoff Curve Numbers. Curve Numbers (CN) give an infiltration number for land cover and soil type combinations. The higher the CN value the higher the runoff potential will be.

Weighted Curve Numbers Weighted CNs need to be created for each parcel that has more than one land use. Mistakes in soil type or land classification could significantly impact the weighted curve number result. An incorrect weighted curve number could have a serious effect on data analysis.

Site Areas The City of Roswell was broken down into two study areas of 1 square mile. High resolution orthophoto and lidar imagery was used to create land cover classification data through remote sensing. The land cover classes were broken down into:

ArcMap Geoprocessing 1) The small, segmented features produced from the classification extraction will be merged by class. 2) Soil data was used to determine the Hydrologic Soil Group. 3) The land class and soil data were unioned to calculate the CN. 4) The land cover/soil data were unioned with the parcel data. 5) The weighted CN were determined for each sample parcel. Workflow

Results The underlying soil type combined with the land cover makes a difference on stormwater runoff. Using impervious surface information alone in issuing stormwater credits is not accurate. Some eligible and non-eligible parcels have the same runoff impact. Stormwater credits may not be accurately distributed. Changing the credit policy could have a beneficial impact on revenues. Changing the credit policy could lead to increased citizen awareness.

Future Analysis Should Roswell update their Stormwater credit policy? Should Roswell do a cost analysis of updating the Stormwater Credit policy? Should Roswell revise the low impact parcel credit? Should Roswell revise or eliminate the no-impact parcel credit? Should there be penalties against developing on soils with high infiltration rates? Should Roswell give credit incentives to leave high infiltration areas undeveloped? Should Roswell do a cost analysis of paving over sand versus clay soil?
