Annex 9 Learning from Green German Institutions and Enterprises By Ms Nannette Arbon Presented during the Monitoring and Replanning Meeting (MRM) 22 August 2013 Cebu City

Learning from Green German Institutions and Enterprises OUTLINE Objectives of the Learning Visit The Four Levels of Systemic Competitiveness Places Visited at Different Levels Observations and Insights Conclusion

Learning Objectives: 1. To observe the green practices and learn about the green technologies adopted by enterprises in the different industries in Germany ( i.e. tourism, agriculture ) and the benefits gained from “greening” their businesses 2.To learn how “green tourism” in Germany is being marketed to tourists 3.To learn about the policies of the government which pushes the enterprises to adopt green technologies 4.To learn about other green initiatives or green projects of Germany Learning from Green German Institutions and Enterprises

the META level of basic orientations in a given society as well as other slow variables(Value system and mindsets) The MACRO level of generic institutions, economic policies and framework conditions (laws, institutions, macro policies) the MESO level of selective interventions to support companies’ effort to shape a competitive advantage (infrastructure, environmental policy, regional/local policies, etc) the MICRO level where companies compete in competitive markets, but where also networks and alliances of companies emerge to sustain their competitive efforts The Four Levels of Systemic Competitiveness

Meta Level Nectin Energy Village Old Berlin Airport Macro Level Ministry of Energy Meso Level National Agency for Renewable Energy Euref Campus the Intelligent City Princess Garden Urban Agriculture Tourism Agency Ackermark Micro Level Green Hotel Wine Factory PLACES VISITED

Observations and Insights LevelsObservations MetaMindset and culture of taking care of environment… Macro Clear goal and targets on renewable energy phase out of nuclear energy by 2022, eight nuclear power plants switched off straight away in spring 2011 concrete objectives for RE (remain in place according to energy concept from Autumn 2010 Government providing budget /financial support for green programs/projects Meso National Agency for Renewable Energy has strong links with universities and research institutions which provide them with facts and figures that they use to analyze and package into information materials for dissemination and advocacy Program of Tourism Agency encouraged businesses to cooperate MicroPrivate enterprises investing in renewable energy, efficient (green)buildings and practicing green business (local procurement of fruits for wine making, Nature tour, e -bike tours…),,,,

Many of the changes observed were initiated by external persons (experts providing technology to a community or external investor or resident of a place who was educated and gained knowledge and skills from outside of village decided to come back and operate business ) Green hotel was an example of a result of a push-pull-enable approach Other Insights

To effect changes, looking at the entire system is necessary (in this case, Germany’s move towards use of renewable energy ) In ProGED, good to use a systemic approach in moving towards green economy Push-pull-enable approach can help in moving MSMEs to green their enterprises Conclusion

Push-Pull-Enable Approach © Verhandlungsphase Enablers to go green  Training and consulting  Clean Tech Technology transfer  Green, innovative financing  Information, knowledge on CC  match-making Enable Pull Meso level  Pressure from NGO, media  Sector approaches with lead companies calling for tougher standards Micro level  Own CSR policies  Ambitious and environmentally conscious staff  increasing energy prices  Scarcity of resources Macro level  Negative incentives ($, non-$)  Tougher norms and standards  Advocacy from Government / Departments Push Macro level  Positive incentives ($, non$)  Green procurement policies  Reduced tariff on imported clean technology Meso level  Green supply chain initiatives by larger companies  Sustainable consumption campaigns Pull Micro level  CDM financing options for green investment  Pilot projects in other companies showing the way  Consumer awareness

Candid Moments during the Green Study Tour

If going green is reading book under the sun... I am better off in Bohol reading my book at Panglaw Beach

Going Green is... Walking kilometers at the Berlin Airport Runway under the heat of the sun

Going green means getting BOLDER... Have to take out clothes to survive the heat.Mamaya mag bold na talaga ako... GaGalit na talaga ako kay Frank for making us walk. Will tell Volker no more Green!! Hurry, nabilin na ta... The Germans have left us

Going green is not really FUN... It’s no joke riding in this kiddie bike while the Germans are riding the electric bikes.
