What is a needs assessment? “A needs assessment is a systematic investigation of an audience (s) to identify aspects of individual knowledge, skill, interest, attitude and/or abilities relevant to a particular issue, organizational goal, or objective.” (NOAA, 2008) U.S. Department of Commerce, National Oceanic and Atmospheric Administration, National Ocean Service. Assessment and Planning in Health Programs. “The systematic collection of information to help identify the health problems in a target population, the antecedents to these problems, and programming needs and ideas. Decide how to collect information 4. Develop an action plan that includes cost estimates and approximate time frames 5.
