Encourage all businesses (livestock, artisan, art, cultural, and others) to apply for credits 9. Implement a fiscal policy which stimulate investments and the development of businesses 10. Stimulate the development of fishery businesses 11. Work with the banks to give credit to encourage commerce and trade 12. Build quality Schools (University and technical) 13.
