According to the World Health Organization, each year worldwide around 1,2 mln people are killed on the roads and the number of wounded is about 10 mln The WHO predicts that by 2020 road accidents will take the third place in the world among the life threats after cardiovascular diseases and severe depression

ALL-UKRAINIAN PUBLIC ORGANIZATION “PUBLIC TRANSPORT SAFETY COMMITTEE” Situation in Ukraine Over the past five years in Ukraine around 293 thousands accidents were registered where nearly 35 thousands were killed and over 286 million people were injured Every year in Ukraine in the car accidents 7 thousands of people on an average die and 57 thousands people get different degrees of injuries According to the European Status Report on Road Safety (WHO Europe, 2009) Ukraine has the fifth highest mortality rate from road traffic injuries per population in the WHO European Region

Main directions and priorities of the State Strategy of actions for traffic safety improvement: Centralized State traffic security policy Road users motivation improvement Development of the road network of Ukraine Provision of the appropriate trainings for the road users Improvement of the technical condition of vehicles Improvement of the quality of medical care to victims of accidents Organization of scientific research in the field of traffic safety Development of the educational activity directed to the road users Following the principle of publicity and openness in the field of traffic safety ALL-UKRAINIAN PUBLIC ORGANIZATION “PUBLIC TRANSPORT SAFETY COMMITTEE”

All-Ukrainian Public Organization “Public Transport Safety Committee” was registered by the Ministry of Justice of Ukraine in December, 1, 2008 Now the Committee has legalized local branches in all regions of Ukraine, in Autonomous Republic of Crimea and Sevastopol city ALL-UKRAINIAN PUBLIC ORGANIZATION “PUBLIC TRANSPORT SAFETY COMMITTEE” In accordance with the state strategic goals of traffic safety improvement:

The main goal of the Committee is contribution in the traffic safety improvement, including provision and protection of legal, social, economic and other interests of its members related to the safety of the transportation process, ensuring openness and accessibility of information on transportation, that concerns life and health of not only of the members of the Committee but also the general public. ALL-UKRAINIAN PUBLIC ORGANIZATION “PUBLIC TRANSPORT SAFETY COMMITTEE”

The Committee has the following objectives: - supporting of the dialogue between heads of executive power and society involving the mass media; - promoting a high level of training and qualification employee of transport branch in educational institutions of Ukraine; -promotion of transparency and consideration of public opinion during regulatory policy provision, mandatory and timeliness bringing of adopted regulations to the attention of individuals and entities and their associations; - Protection of the Rights of Committee members raised in consequence of decisions, actions or omissions of the executive, supervisory authorities or their officials ALL-UKRAINIAN PUBLIC ORGANIZATION “PUBLIC TRANSPORT SAFETY COMMITTEE” -promote the principle of inevitability of punishment for violations in sphere of transportation; -providing by experts free of charge advice and practical assistance to members of the Committee in legal protection from infringement of their legitimate rights and interests;

ALL-UKRAINIAN PUBLIC ORGANIZATION “PUBLIC TRANSPORT SAFETY COMMITTEE” Chairman of the APO “Public transport safety Committee” Yuriy Papirovyj In – was a director of The Ukrainian medical centre of traffic safety of the State enterprise “Centre of information technologies” of the Ministry of health of Ukraine. Working as Director of the Center, Yuriy made a significant contribution to the development of medical support traffic. The Centre has realized the series of typical programs and systems of the computer- based educational test programs for the increase of level of general qualification and medical knowledge of drivers.

ALL-UKRAINIAN PUBLIC ORGANIZATION “PUBLIC TRANSPORT SAFETY COMMITTEE” Shatskyi process The Committee has organized so-called "Shatskyi process” – an institution and a permanent process, which combines the efforts of governmental and non-governmental organizations while solving the problems of the traffic safety. Participants of conferences and round tables are high officials of relevant ministries of Ukraine, representatives of other government agencies and NGOs involved in the provision of road safety

Combine the efforts of State and Public”

wide road safety social advertising promotion to improve the traffic rules educational program to provide control of first aid knowledge and skills necessary to help people injured in traffic accidents to involve public organizations in the process of road users studying to create the legal mechanisms of public control of training and re-training of drivers ALL-UKRAINIAN PUBLIC ORGANIZATION “PUBLIC TRANSPORT SAFETY COMMITTEE” Shatskyi process
