Milestones and Timelines in the National Planning Process Kenya’s national long term planning has been anchored on the sessional papers (10-15 yrs); 5-7 year development plans form the medium term strategies; The Economic Recovery Strategy (ERS) ( ) is the current medium term strategy; Investment Programme of the ERS (IP-ERS) that gives the coordination mechanism and cost of interventions prepared; M and E system to track and report on progress established.

ERS has strong political support and went through elaborate consultative process; ERS has clear targets – macro and sectoral level; In some cases ERS is more ambitious than MDGs e.g. Health and education. We have 5 yr district plans, whose review is expected in 2007; We also have annual district and constituency based initiatives that are open in approach but focus on MDGs- CDF, LATF, Bursary funds, etc.
Next Steps in the Process MDG Needs Assessment already carried out; Development of a long term strategy on MDGs that will be in line with the new long term vision (Vision 2030) being is being developed; ERS comes to an end in A mid-term review has already been carried out. There will be need to ensure that that the next strategy is fully aligned to MDGs;
Challenges Lack of/inconsistency of data; Possible unrealistic final cost estimates due to failure to cross-reference between sectors; Most MDG enablers (infrastructure, trade, etc.) “costed” using different methodologies – issues of consistency; Mobilization of all stakeholders, especially some of the donors and stakeholders at the sub-national level Taking the process to the sub-national, especially community level; Capacity development at all levels and in all sectors Securing adequate resources MDGs – improving aid uptake, filling resource gaps, etc
