2/25/ Draft Proposal – Key Elements Options for Certification Proposed Pleasure Craft regulation has two methods of certification: 1.Design-Based Standard – Requires specific components – fuel injection – low permeation fuel hoses – low permeation fuel tank – passively purged carbon canister 2.Performance Alternative – One standard for the complete system Based on a 72-Hour test (California Summer Profile) ORVR required for both options The standard will be based on E10 –90% California Phase 3 Reformulated Gasoline with 10% by volume ethanol

2/25/ Draft Proposal – Key Elements Concept for Certification 1.Evaporative System Builders (boat builders, manufacturers, dealers, etc.) must apply for an Executive Order of Certification 1.Build evaporative system with ARB EO approved components 2.Reference EO number in application form 3.Submit application to MSOD 4.EO is automatic upon submittal 2.Boat Manufacturer will submit test data for the whole system, ARB will issue an EO

2/25/ Concept for Certification- Example Dealer Certification 1.Dealer builds evaporative system with EO certified components 2.References EO numbers in registration form 3.Submits registration form to MSOD 4.Boat is allowed for sale immediately upon submittal 5.Dealer will receive EO of Certification within 45 days of submittal

2/25/ Draft Proposal – Key Elements Requirements for ORVR Onboard Refueling Vapor Recovery (ORVR) is required for all Pleasure Craft in 2012 –Fill necks must be compatible with gasoline dispensers –Must control displaced refueling vapor from escaping into the atmosphere
