ITU Statistical Obligation: Why? As a United Nations agency, the ITU has an obligation to produce statistics covering its sector. This is in line with other specialized agencies that publish statistics covering their respective field of operations. This forms part of the global statistical system of the UN. Inside ITU, Resolution No. 8 (Istanbul, 2002) calls on the Director of the BDT “…to survey countries and produce world and regional reports, in particular on…world telecommunication development.”

Data collection HOW? (around 100 indicators) Telephone network Mobile services Traffic Staff Quality of Service Tariffs Revenues & Investment Broadcasting Information Technology

Data Collection – Challenges 1.Low reply to questionnaires 2.Not all questions get answered 3.More work to aggregate operators’ data since the fall of monopoly 4.Operators data or annual reports sometimes not available 5.Newer telecom/ICT data hard to obtain from developing countries 6.Some information collected doesn’t meet the ITU definition

Basic access core indicators - why? Availability of infrastructure to use ICTs –Telephone (mobile, fixed) –Computer Affordability –Mobile cellular tariffs –Internet access tariffs Quality of service –International Internet bandwidth –Broadband Internet subscribers Universal access –Percentage of population covered by mobile telephony –Percentage of localities with Public Internet Access Centres (PIACs) by number of inhabitants (rural/urban)

ICT Households Indicators Agreed in February 2005 ITU (commitment) to collect and disseminate available data, including data in international database Availability (access) of ICT in household data were first published in 2003, then in March 2006 To collect more usage ICT household indicators and publish by end of 2006 To work with partners to enhance capacity of countries to collect and disseminate ICT household statistics
