GEO Work Plan Symposium 2011 Days 2 & 3 Presentation of ID-02 Catalyzing Resources for GEOSS Implementation for Plenary Session

ID-02 Version 0 Catalyzing Resources for GEOSS Implementation Definition Leverage resources for Earth observation capacity building efforts. Ensure the engagement and committed involvement of resource providers in the GEO capacity building process (Capacity Building Strategic Target). Advocate funding of multinational projects to leverage the end-to-end value of observations including the establishment of necessary infrastructure (GEOSS 10- Year Implementation Plan, p.13).

Deliverables Objectives 1. Resource mobilization for capacity building – individual, institutional and infrastructure (e.g. through the implementation of the Seville Roadmap, Call for Proposals) 2. Resource mobilization for Research and Development (e.g. encourage national governments and international organizations to address GEOSS science and technology needs in their Research and Development programmes) Priority Actions: N/A Leads (Members and/or Organizations, tentative): N/A

Deliverables 2.… Priority Actions: –… Leads (Members and/or Organizations, tentative):..., …, … And so on

Related Work Plan Progress (based on input/slides from participants) …

Re-organization of Sub-tasks (i.e. which sub-tasks support the new Task) …

Inclusion of New Proposals (if any) …

Resources Available for Implementation (current status and in planning) Egida (EU's FP7) GeoNetGab (EU's FP7)

Issues and Gaps I Remove 'multinational' in order to allow both national and international contributions to be included in GEOSS Addressing funding and matching of resources at different levels in GEO, both at task level (concrete actions and deliverables) and higher levels (dialog between GEO and funding organization at policy and overall level)

Issues and Gaps II Handbook/document (description of a methodology) on processes for matching GEOSS needs and resources (both direct funding and coordination of existing resources) (This is a deliverable that is already funded through EGIDA project and that is answering partly the ST task) Identify examples of how GEO related projects have been successfully funded – and make them available to all through web or other means Describe in more detail the process of funding in existing projects such as Geo NetCaB

Possible Measures to fill Gaps Ensure a [better] link between the task level (deliverables) and policy level within GEO when catalyzing resources for GEOSS implementation

Open for Plenary Discussion Identify Synergies Improve Cross-Fertilization Identify Measures and Actions to Fill Gaps
