GEOSS 10-Year Implementation Plan 5.4 Data Sharing The societal benefits of Earth observations cannot be achieved without data sharing. The following are the GEOSS data-sharing principles: There will be full and open exchange of data, metadata and products shared within GEOSS, recognizing relevant international instruments and national policies and legislation. All shared data, metadata and products will be made available with minimum time delay and at minimum cost. All shared data, metadata and products being free of charge or no more than cost of reproduction will be encouraged for research and education.

Cape Town Ministerial Summit Declaration The GEO Ministerial Summit in Cape Town issued the following statement: "We support the establishment of a process with the objective to reach a consensus on the implementation of the Data Sharing Principles for GEOSS to be presented to the next GEO Ministerial Summit (in 2010)"

What do we have? Approved Data Sharing Principles Task DA and the Draft White Paper forming the basis for… Draft Implementation Guidelines for the Data Sharing Principles

GEOSS Data Sharing Principles Task DA Invite experts to identify steps required to further the practical application of the agreed GEOSS data sharing principles. This Task will be coordinated with the Capacity Building Committee to ensure data access for Capacity Building.

Current Status of White Paper Latest version of May 2008 now includes the following: It should be emphasized that an acceptance and implementation of the basic concepts underlying the GEOSS data sharing principles would give an enormous boost to the ability of developing countries to play a much more prominent role in the GEO. To achieve this, what is important is that ever increasing volumes of freely available data in the nine societal benefit areas should begin to flow through GEOSS as soon as possible. Capacity building issues should therefore be more fully considered by the GEO Members and Part. Org., especially from the perspective of how data providers can be both encouraged and rewarded for making their data readily available and freely accessible.
