Why Update The 3 Year Work Plan or 10-Year Start List? The lists change year-to-year based on: Project feasibility status changes to High – project is ready to implement. A project that is High Benefit/ High Feasibility (H/H) and consistent with other projects on the 10-Year Start List is moved from the Comprehensive list.
