700/800 MHz System  1995 County built out a 800MHz trunked radio system  Transpiration/bus system  County Police Department  Probation  DPW  Health & EMS division  State and local agencies (NYSPP, MTA, Town/Village PDs  Fire Service opted NOT to move to 800Mhz

700/800 MHz System  Upgrade the 800 MHz system  Microwave ring  Master core and the RF sites around the county  County subscribers, including those issued to EMS  Refresh the radio consoles in the county PSAPs  Build out 700MHz system (overlay)  Build in redundancy  Expand capacity  Sites  size  P25 compliance

700/800 MHz System  THERE WILL BE ROOM TO SUPPORT THE FIRE SERVICE ON THE UPGRADED SYSTEM  COUNTYWIDE & TOWNWIDE COMMAND CONTROL CHANNELS  A NUMBER OF FIRE GROUND SIMPLEX 800 CHANNELS FOR SHARED USE  A WORK IN PROGRESS, DEPEND ON THE INTEREST IN THE FIRE SERVICE IN HAVING THIS RESOURCE  BUDGET NOW AND INVEST IN EITHER DUAL BAND OR 800MHz TECHNOLOGY FOR AT LEAST CHIEFS/OFFICERS/CACHE

FRES LOW BAND VHF  Outgrown over the years  Departments have migrated away  Obsolete  No support for base stations  MOT discontinued pager production in 2014  Subscriber production in jeopardy

UHF PAGING SYSTEM  Capital Project  Dual zone – simulcast paging system  West zone funded 2015, East zone 2016  Paging frequencies W: E:  Initially simulcast, where necessary  move to discontinue low band operation  5 year process, begin to budget for paging equipment NOW

UHF Interoperability  Advocate programming of the national interop channels in all radios:  UCALL40  UTAC41(D)  UTAC42(D)  UTAC43(D)  UTAC44(D)  Program and use in training and event  Coordinated through FRES Communications, and from there, regionally

HR 3630  Middle Class Tax Relief & Job Creation Act  Signed into federal law: February of 2012  Allocates 700Mhz “Dblock”( / )  create a framework for a nationwide public safety broadband network  Establish the First Responder Network Authority to oversee the imitative

FIRST NET  Comprised of:  Public safety communications specialists  Nationwide, regional, rural cell carriers  Subscriber manufacturers  Mission: “insure the construction of a nationwide, interoperable public safety network”  Public Safety Advisory Committee (PSAC) formed 2013 representing all disciplines of public safety

FIRST NET  Leverages regional core systems  Cellular broadband based systems  Priority access* to public safety  Transmission of video, data, etc…  Mission critical radio (future)

HR 3630  Reallocates “TBAND” to commercial use  Now no new licenses in the band  No modifications adding new territory to existing licenses  9 years after enactment (2012+9=2021)  Give back all licenses ( )  50 of the 109 fire departments are in TBAND  Need to be planning ahead, partnering with neighbors …
