2013 Fall Update ALTERNATE CARE FACILITIES (ACF)

 What it is…  Public Health focused  Tiers (1, 2 and 3-4)  Roles  Surge support for hospitals  Community evacuation with a disaster  Isolation and quarantine  What it is not.  Not the MASH unit of the 70s TV show.  Not a Red Cross Shelter.  Not the opening up another wing at a hospital WHAT IS AN ALTERNATE CARE FACILITY?

 An ACF is the last option and would only be opened when the existing medical infrastructure is overwhelmed.  An Emergency Declaration is made by the Governor or a Spokane County elected official before opening an ACF.  Hospitals and long term care facilities are responsible for the evacuation and shelter needs of their patients/residents.  Red Cross can provide care up to the licensure of their staff in their general population shelters.  ACFs are not designed for pediatric patients. A FEW CRITICAL ASSUMPTIONS…

 Identify need.  Identify who has operational control and medical oversight.  Find location and request Health Care Coalition assets.  Identify logistical support resources.  Identify staffing resources.  Open your ACF.  Plan on how and when you will close your ACF. ACF PLAN OVERVIEW

 Operations  Wrap-around services  Security planning  Staffing  Medical Oversight  Trusted Partners  MRC  Locations  Co-Location with Red Cross  MOU challenges  Medical Management  Crisis Standards of Care  Training Options NEXT STEPS IN ACF PLANNING
