General objectives of the P&P projects Support and complement efforts of countries in disaster prevention, focusing on areas where cooperation between the countries provides added value. Create prerequisites for and improve preparedness, as well enhance awareness of civil protection and marine pollution professionals and volunteers. Call is a year.

Prevention priorities 1.risk-proofing of public and/or private investments and development and testing of tools and methodologies for tracking of resilient investments costs and benefits of risk prevention measures in relation to the costs of response and rehabilitation integration of disaster prevention in economic and financial decisions and strategies (private & public sector) coping with impacts of climate change, particularly with regard to the resilience of investments and integration of prevention and climate change adaptation

Prevention priorities 2. Urban resilience to disasters (resilience cities, local resilience forums, local climate change adaptation) integration of risk assessment & risk management capacity building into urban planning process promoting and sharing good practices in urban prevention

Prevention priorities 3. developing multi-hazard assessments of risks, risk management capabilities and planning, including cross border dimension improving governance at all levels and across all sectors (coordination mechanism between local regional and national authorities, partnerships between different public authorities and relevant stakeholders like: civil society, research institute and private sector) promoting and sharing good practices for development and implementation of risk management integrating risk assessment and risk management capacity building into the planning process promoting development of risk assessment, risk management capability assessment and risk management planning methodologies, practices and processes

Preparedness priorities 1.improving cross border CP and MP cooperation, including regional cooperation regarding interoperability and preparedness for: direct response to natural and man-made disasters reducing impacts of natural and man-made disasters better planning, preparing for CBRN events, mass evacuation, spills of hazardous substances search and rescue at sea, aerial surveillance for marine pollution

Preparedness priorities 2.Enhancing operational cooperation in the framework of the Mechanism, enabling countries to develop, exercise and register multinational assets 3.Increasing the countries’ preparedness for reception of international assistance in the context of the EU Host Nation Support Guidelines

Admissibility criteria Deadline must be respected Applications must be submitted in writing/paper Use application forms (not hand written) Application must be submitted in EU official language Number of copies of proposal (2 paper + electronic) All forms must be returned Some forms must be signed

Eligibility criteria Legal status of the applicant (legal entity established) Applicant must be established in one of the countries specified Minimum number of participating countries in one project (2 entities from different countries) For external budget at least: one Participating state or International organization as a coordinator + at least one Neighbourhood Policy or enlargement country

Eligibility criteria Activities must fall within the scope of the call Projects must demonstrate that they are complementary to existing efforts in beneficiary countries CO directly responsible for preparation and management of project

Exclusion criteria Apply to the applicant bankrupt or being wound up convictions grave misconduct debts towards the state fraud, corruption, involvement in criminal matters conflict of interests misrepresentation or information not supplied

Selection criteria Does the applicant have necessary: 1.operational capacity (evidence of adequate operational capacity, professional qualifications and experiences (EU/trans-national projects, CVs, annual report) 2. financial capacity (budget/annual turnover,..) to carry out the project?

Award criteria 1.Understanding (clarity, relevance and consistency of the rationale, objectives and planning of the proposed project) 2.Methodology to be used for the project implementation (ways and means for translating the project into practice and producing the expected results) 3.Cost-effectiveness of the project (budget structured and rational, justified and coherent, resources appropriate for the activities, means proposed = project cost-efficient)

Award criteria 4.European dimension of the project the expected results come from transnational work serve the interest of more participating states/eligible third countries could be efficiently reproduced and/or transferred to other participating states/eligible third countries, regions or organisations

 The Grant application should be presented according to a specific order:  Forms A, Forms T, Forms F and Financial Viability Form,  Supporting Documents (presented in the order that they are listed in Chapters 15. and 16. above).  All three parts of the Application forms (Administrative, Technical and Financial) must be fully completed with all the requested information. The budget in the financial part must be balanced between costs and revenue.  One original (clearly identified) plus the required one copy have been submitted  One electronic version in an USB/memory stick containing a scanned copy of the complete application, plus the A, T, F forms in Word and Excel format, (when applicable)  Standard forms have been used.  Forms are not handwritten.

REMINDER OF SIGNATURES Form A2 duly signed and dated by the Coordinator. Form A3 duly signed and dated by each Co-Beneficiary (One form per Co- Beneficiary) Form A6 duly signed and dated by each co-financier (one form per Co- financer). Form A8 duly signed by the competent National Civil Protection/Maritime authority (to be submitted by the Coordinator). Form A9 duly signed, dated and stamped by each Beneficiary (Coordinator and each of the Co-Beneficiaries, where applicable) (one form per Beneficiary). Form A10 duly signed dated and stamped by the account holder and the bank representative (unless a recent copy of a bank statement is attached) (only for the Coordinator). Form A11 duly signed and dated by the Beneficiaries (Coordinator and each of the Co-Beneficiaries). Form A12 duly signed and dated by the public Beneficiaries (Coordinator and each of the Co-Beneficiaries which are public entities).
