Who is Involved Five states: Ohio Connecticut Florida Texas and Virginia

Who is Involved At the state level: o In Ohio, Board of Regents is the lead agency o OBR partnering with Ohio Association of Community Colleges

Who is Involved At the Community College Level o Five Ohio Community Colleges o Colleges had participated in Achieve the Dream—national initiative to improved community college outcomes

Why Focus on Dev Ed? o Why Focus on Dev Ed

Why this Focus? o A large number of students need developmental education. In FY 2008, 90,000 students in the University System of Ohio are taking some developmental coursework Scope of problem

Why this Focus? 50% of first-year community college students have been determined not to be college ready in one or more subject

Why this Focus Fiscal Concerns o Developmental Education is costly. In FY 2008, the cost to community colleges and students was $73 million

Why this Focus? o Questions have been raised about the effectiveness of developmental education in leading students to success Instructional Concerns

What Do Data Reveal?

HEI Data Higher Education Information System o enrollment, o courses, o financial aid, etc. o outcomes

Definition of Success Students who within six years of enrollment: o Earned a credential o Earned a degree o Transferred to a 4 year institution o Still enrolled and have earned 30 or more credit hours

The DEI Challenge o Increase Dev Ed effectiveness and increase success rate particularly among low-income students and students of color o Increase efficiency

DEI State Role Determine what changes should be made in data collection, funding, state policies to support local efforts to enhance student success.

OBR’s DEI Plan o Identify and publicize innovative developmental education practices among Ohio community colleges o Determine need for further research and encourage cross institution research

OBR’s DEI Plan o Convene a group of “innovators” to propose major redesign and engage 3 or 4 colleges to implement the proposal o Survey community colleges to determine levels of dev ed courses offered

OBR’s DEI Plan o Look at ABLE-Community College agreements relating to serving students in need of remediation

OBR’s DEI Plan Identify practices that are most successful in moving students from ABLE back to community college

OBR’s DEI Plan Develop protocols for use by other ABLE programs and community colleges for initiating, establishing, and maintaining agreements

OBR’s DEI Plan Recommend incentives for community colleges, ABLE programs and students for participating in these partnerships.
