Gender Budgeting Gender-related analysis and gender-oriented evaluation of the distribution of (financial) resources Angelika Blickhäuser, Henning von Bargen

What is Gender Budgeting?  A (national) budget is a reflection of the political decisions made as to how (from whom) the revenue is levied and for what purposes (for whom) the expenditure is specifically used.  The decisions are reached on the basis of a normative image of society which determines the economic and socio-political priorities.  Budgetary decisions have an impact on how society is structured and consequently directly affect the living circumstances of women, men, girls and boys as well as the gender relationship.  This train of thought represents the starting point for Gender Budgeting.

Aims of Gender Budgeting  To analyse the (national) budget from a gender perspective (Gender Budget Analysis)  To determine how revenue and expenditure affect women, men, girls and boys – who benefits from budgetary decisions and who does not?  To develop starting points for a gender-equal restructuring of the (national) budget and to effect changes in the fiscal policy priorities  Not to establish a separate budget item for women

Gender-conscious evaluation of political strategies Key issue:  To what extent do political strategies and the corresponding distribution of resources lead to greater or smaller gender disparities?

Gender-specific benefit analysis Key issue:  In what manner would which section of the population benefit or not benefit from public spending/cutbacks?

Gender-specific analysis of public spending Key issue:  Who actually receives public funds within a specific policy area and/or within a certain programme? (divided according to gender, class, ethnic origin, age,...)

Gender-specific analysis of tax revenue Key issue:  What is the estimated size of the tax burden that the various sections of the population have to pay? (divided according to gender, class, ethnic origin, age,...)

Gender-differentiated analysis of the impact of time budgets Key issue:  What impact does income and spending policy have on the time taken for non-market reproduction work (household and family work)?

Gender-conscious application of mid- term financial planning  Incorporation of the gender category into economic models; through disaggregated variables, for example  Opinion polls or interviews, for example, are used to assess the extent to which the needs of certain groups are met by public services  Key issue: do the government’s fiscal policy priorities reflect the priorities of various sections of the population?

Gender-conscious budget statement  A report or statement which justifies the policies, programmes and financial decisions which have been formulated and/or reached on the basis of gender budget analyses.

Summary  Gender Budgeting is a strategic approach to revealing any gender-specific disorders in budgetary policy.  Gender Budgeting develops approaches aimed at providing a gender-equal reformulation of the (national) budget.  Gender Budgeting changes political priorities as it implies debating and contesting political structures and processes.
