Of the 77% of students who begin below transfer-level, only 41% ever achieve a certificate, degree, or transfer preparation If we are forced to ration education, shouldn’t we do it rationally?

w w w. s h a s t a c o l l e g e. e d u Background January 2011: BOG establishes Student Success Task Force to examine best practices and models for accomplishing student success January 2012: SSTF identifies 22 recommendations designed to: –Rebalance priorities within the community college system to better focus on the core missions of workforce preparation and transfer, while protecting access –Increase student success rates for certificate and degree completion and transfer to four-year institutions Sept. 2012: Student Success Act (SB 1456) signed July 2013: BOG adopts new Title 5 regulations for Enrollment Priorities

w w w. s h a s t a c o l l e g e. e d u Student Success Act Re-purposes 1986 Seymour-Campbell Matriculation Act to: increase California community college student access and success by providing effective core matriculation services, including orientation, assessment and placement, counseling, and other education planning services, and academic interventions. Specifies institutional and student requirements Incentivizes students’ use of services and success in classes –Enrollment priorities (matriculated, goal directed, in good standing) –BOG Fee waiver eligibility lost if on probation 2 consecutive sem. Allocates funding for services provided

w w w. s h a s t a c o l l e g e. e d u Enrollment Priorities at S.C. 1.Foster youth, veterans, EOPS, DSPS, CalWorks 2.Continuing students with units, TRIO 3.Continuing students with < 45 units, Shasta Promise 4.Returning students, matriculated new and transfer students 5.College Connection, Gateway to College 6.Students on probation 2 consecutive semesters, students with 100 or more units 7.Concurrently enrolled 11 th and 12 graders 8.Concurrently enrolled students below 12 th grade, non- matriculated new and transfer students New students who begin taking classes after Summer 2014 must have an education plan by their 3 rd semester to keep their registration priority
