It promotes cultural events and offers hospitality to scientists in the island of Lošinj, in Croatia The ECSAC's headquarters is in Lošinj, Croatia, while the Managing Committee and its secretariat are based in Italy, in Trieste, hosted by the Consortium for Physics at ICTP.

An initiative of the Physics Consortium in Trieste to honour Paolo Budinich (born in Losinj 95 years ago), father of the “Trieste System” of scientific institutions: ICTP, SISSA, SCIENCE AREA PARK, ICGEB which stimulated the establishment of many more TASC, INFM, ELETTRA… The initiative started ten years ago, holding a first International Conference to celebrate the 85 th anniversary of Paolo Budinich ECSAC was formally created a few years later, but to bring it unto the real axis there is still a long way to go and the local support from the Losinj authorities is a necessity
