7 Comprehensive Plan (Technical Term) Long-Range Fiscal Health Plan (Mayor and Board of Aldermen) Long-Range Quality of Life Plan (Citizen of the City or the surrounding Community)

8 What is a Comprehensive Plan? A Comprehensive Plan document is a statement of public policy for the physical development of the entire community. It indicates in a general way how the leaders of the government and the citizens want the community to develop over the next 20 to 25 years.

9 Minimum Elements of a Comprehensive Plan i.GOALS AND OBJECTIVES ii.LAND USE PLAN iii.TRANSPORTATION PLAN iv.COMMUNITY FACILITIES PLAN

10 Goals and Objectives address at a minimum: Residential, Commercial & Industrial Development; Open Space and Recreation; Street and Road Improvements, and; Community Facilities (e.g., libraries, police & fire stations, recreational buildings, etc.)

11 Land Use Plan Which designates in map or policy form the proposed general distribution of the uses of land for: Residential; Commercial; Industrial; Recreation & Open Space and; Public/Semi-Public Lands.

12 Transportation Plan Depicts in map form the proposed classifications of all existing and proposed streets, roads and highways (i.e., local, collectors & arterials). Addresses all other forms of transportation pertinent to the local jurisdiction (i.e., truck, airport, bus, light rail, pedestrian, bike lanes, etc.). The Transportation Plan shall be a basis for a capital improvements program.

13 Community Facilities Plan A basis for a capital improvements program including, but not limited to, the following: Housing; Schools; Parks & Recreation; Public Buildings and Facilities, and; Utilities and Drainage

14 What is the purpose of a Comprehensive Plan? It charts a course for growth and change. It expresses the aims and ambitions of the community, delineating the form and character it seeks to achieve. It directs the physical development of the community and its environs in relation to its social and economic well-being. In essence, the purpose of the Comprehensive Plan is to provide guidance and direction for the future of the city and its citizens and their overall Quality of Life.

15 Why is a Comprehensive Plan needed? As part of its regulatory tools, a city should have a comprehensive plan to establish long-range policies to guide and direct the development of the community. The absence of a comprehensive plan can lead to undesirable consequences resulting from ill planned urban development which can result in a negative impact on the overall economic and social well-being of the city. 16 Why is a Comprehensive Plan needed? A thorough Comprehensive Plan can best put into action the local government’s influence and desires on future growth and change of the city. (Continued from previous slide)
