Transparency requirements in accordance with the provisions of Regulation 715 M.Sc. Aleš Osrajnik Ljubljana, 13 September, 2012 ACER Workshop on Transparency in Gas Markets Compliance with transparency requirements from Regulation 715/2009

Transparency in Gas Markets Content Introduction History Implementation of the requirements of Annex 1 Challenges which we are facing Proposals for next steps

Transparency in Gas Markets History Regulation (EC) No 1775/2005 on conditions for Access to the Natural Gas transmission networks Regional approach to the implementation of the provisions Questionnaire Assessment of the situation Further implementation with the support of benchmarking Closing up National responsibility for maintenance and development

Transparency in Gas Markets Updating of the Questionnaire Getting the answers (and demonstrations) from the system operator At the same time the regulator completes the questionnaire as well Joint meeting with the system operator End of the process of implementation……but not the end of the proces of development Implementation of the requirements of Annex 1

Transparency in Gas Markets Challenges with which we are facing User-friendly manner – what is enough friendly? Parallel process of evaluation Look up for possible complaints of market participants Development of standars of user-friendliness Market opinion research

Challenges which we are facing Transparency in Gas Markets In downloadable format that allows for quantitative analyses Several possibilities (xml, csv…) What do we want to achieve? Need for more exact provision regarding format

Challenges which we are facing Transparency in Gas Markets Transmission system operators shall publish a detailed and comprehensive description of the methodology and process, including information on the parameters employed and the key assumptions used to calculate the technical capacity Why? Comprehensive, but no need for complete description Who has to be interested in this methodology that it should be publically available?

Challenges which we are facing Transparency in Gas Markets Transmission system operators shall publish harmonized conditions under which capacity transactions will be accepted. These conditions must at least include: (a) a description of standardized products which can be sold on the secondary market; Secondary market is market on which you try to sell something unstandardise TSOs just enable that supply and demand can be easily met

Transparency in Gas Markets Next steps Further development of transparency Monitoring Transparency should be permanent point on the agenda of gas regional initiative meetings Development of standards and good practices Active involvement of ACER
