Freeland is an “Urban Growth Area” (UGA) Urban Growth Areas are intended to accommodate a full range of commercial uses and housing types A subarea plan was developed and adopted by the Board of Commissioners. To implement it, two things are required: (1)A plan to provide urban services (sewer and water) throughout the UGA (2)Zoning regulations to permit the types of development identified in the Freeland Subarea Plan

In 2010 the County adopted a “subarea plan” for Freeland The County has a plan for the whole County – the subarea plan is focused only on Freeland As a matter of planning practice and State law, plans establish the “big picture” and describe what we’re trying to achieve. Development regulations implement the plan and must be consistent with it The Freeland Subarea Plan envisions Freeland as a regional center with a variety of retail, dining, employment, and cultural opportunities and a small town atmosphere The Subarea Plan divides Freeland into six areas (land use designations), including; two residential designations, an area for a mix of uses, an industrial area, and two business areas
