CIVIL PROTECTION MECHANISM EXERCISES Information Day 2015 Arya Honarmand DG ECHO B1- Emergency Response Unit

Purpose of Civil Protection Mechanism Exercises Provide a testing environment of established and/or new operational concepts and procedures of the Mechanism. Provide a learning opportunity for all actors involved in civil protection assistance interventions under the Civil Protection Mechanism.

Main Objectives To improve civil protection preparedness and response to all kinds of disasters, including marine pollution chemical, biological, radiological, nuclear disasters combined disasters and disasters simultaneously affecting a number of countries

Expected Results 1 The existing procedures for the various elements of the Civil Protection Mechanism are improved New procedures, where needed, are established. The interoperability of intervention teams is improved as the result of the exercise; in particular this will mean quicker dispatch time, improved cooperation arrangements, better communication between headquarters and field, identification of shortcomings in the existing structures.

Expected Results 2 Participating states, enlargement countries not participating in the Mechanism, and European Neighbourhood Policy countries are prepared to receive assistance through the Mechanism.

Requirements The mechanism must be activated. (CECIS to be used) The EU host nation support (HNS) guidelines must be applied. An EUCP Team must be deployed. ERCC and equivalent in member states must be exercised. Participating States ,Enlargement Countries and ENP Countries have the right to send an observer.

22/04/2017 Eligibility criteria Legal status of the applicant (legal entity established) There must be at least two beneficiaries in addition to the coordinator; a consortium of three. Participating States, Enlargement Countries , ENP countries and IOs can be partners of the Consortium Only International Organizations and Participating States can be the coordinating beneficiary. Activities must fall within the scope of the call Important: eligible entities from third countries can participate in the implementation of projects under the External budget item but cannot act as the Coordinator. Therefore, applications submitted by third countries which are not Participating States to the Mechanism will be considered ineligible. © European Commission – DG Environment 11

22/04/2017 Selection criteria Operational capacity (evidence of adequate operational capacity, professional qualifications and experiences (EU/trans-national projects, CVs, annual report) Financial capacity (budget/annual turnover, ..) to carry out the project? OPERATIONAL CAPACITY The beneficiaries must have the professional competencies as well as the qualifications necessary to complete the proposed project. The purpose of the verification is therefore to assess whether each applicant has the professional competencies and qualifications required to complete the action. The operational capacity of each individual entity: the Coordinator must possess sufficient experience in managing EU/trans-national projects of a volume similar that of the proposed action; the Co-beneficiary should demonstrate that they have project management experience proportionate to the tasks assigned to them in the proposal. The assessment will be based on the documents submitted as part of the Application and in particular: the declaration on honour of the Coordinator (Form A2) and of each Co-beneficiary (Form A3); activity reports of the co-ordinator and each co-beneficiary for the year preceding the project submitted for Union funding including sufficiently detailed information which allows the Evaluation Committee to assess the operational capacity; Curriculum vitae or description of the profile of the key project staff primarily responsible for managing and implementing the project, preferably using the model provided at: http://europass.cedefop.europa.eu/en/documents/curriculum-vitae/templates-instructions an exhaustive lists of previous projects and activities performed and connected to the objectives and results of this call (Form A7). Art. 131 FR, 202 RAP. Financial capacity The verification of the financial capacity shall not apply to public bodies such as national, regional and local authorities and International Organisations. The financial capacity will be assessed on the basis of the following supporting documents to be submitted as part of the Application by each of the potential beneficiaries: a declaration on honour (Form A2 for the Coordinator and Form A3 for the Co-Beneficiaries), the profit and loss account and the balance sheet for the 2 last financial years for which the accounts were closed. For newly created entities, the business plan might replace these documents; and the Financial Viability Form provided, filled in with the relevant statutory accounting figures, in order to calculate the ratios as detailed in the form. © European Commission – DG Environment 13

22/04/2017 Award criteria Understanding (clarity, relevance and consistency of the rationale, objectives and planning of the proposed project) Methodology to be used for the project implementation (ways and means for translating the project into practice and producing the expected results) Cost-effectiveness of the project (budget structured and rational, justified and coherent, resources appropriate for the activities, means proposed = project cost-efficient) European dimension of the project (the expected results come from transnational work and serve the interest of more participating states/eligible third countries and may be efficiently reproduced or transferred to other PS, EC or INT Eligible proposals that meet the admissibility, eligibility and selection criteria will be assessed and ranked on the basis of the award criteria listed below. Proposals must obtain at least 70% of the total available points in order to be considered for funding. Funding will be awarded to proposals with the highest scores in order of merit, taking into account policy priorities and within the limits of the available budget for this call for proposals. All criteria with scoring are published in the Guide for applicants. Award criteria Understanding: clarity and consistency of rationale, objectives and planning. The Coordinator and Co-beneficiaries have fully understood the objectives and strategic and legislative context of the call and have designed the project accordingly; Methodology: description of ways and means of implementing the project and producing the expected results (theoretical background, operating procedures, schedules, constraints, assumptions, risks). There are logical links between the identified problems, needs and solutions proposed (Logical Frame Concept). Feasibility of the project within the proposed time frame; Cost effectiveness: the proposed budget is sufficient for proper implementation and the project is designed so as to ensure the best value for money, also taking into account the expected results and deliverables; European dimension: the expected results come from transnational work, serve the interest of a large number of participating states/eligible third countries and could be efficiently reproduced and/or transferred to other participating states/eligible third countries, regions or organisations. © European Commission – DG Environment 14
