Annual Performance Assessment Report It is annual assessment (financial year)of work and conduct of the govt. servant It is considered for confirmation, promotion and review for premature retirement etc. It is maintained not only in the interests of service but also in the interests of the employees Objective 22.11
Annual Performance Assessment Report It is written for all Group` A`, Group` B`& Group` C` categories of employees. It is not written for officials who have less than three months of reports when report is due for written For whom written 32.11
It is written by the immediate superior If immediate superior is relative of the employee, next superior authority will write the APAR. Officer under suspension can write APAR within two months of suspension or within one month from the date on which the report was due, whichever is later The retired officer will write APAR within one month of retirement By whom written Annual Performance Assessment Report

Reporting officer should have three months observation The remarks of reporting officer should be specific under each column of report The report should carry a general appreciation The remarks on the character, conduct, aptitude and shortcomings The correct words and phrases should be used The assessment should be of period of report only All columns of forms should be filled up No employee should be adversely affected by prejudicial reports Guidelines for writing APAR Annual Performance Assessment Report
An authority superior to reporting officer is empowered to review the APAR Reviewing officer have watched the work of official for a period not less than three months observation If reviewing officer does not agree with any remarks of reporting officer he should mention so. The adverse remarks noted by reporting officer and accepted by reviewing officer or adverse entries made by reviewing officer is communicated to the official The adverse remarks should be communicated to the official The official may submit representation within a month of communication of adverse remarks Representation against adverse remarks should be submitted to the authority next higher to reviewing officer Representation against adverse remarks should be disposed of within three months.
