BRIGADIER GENERAL GEORGE M. BROOKS Commissioning Class of 1950 in the branch of “Transportation” Brigadier General George M. Brooks is a 1950 graduate of Morgan State College. General Brook’s first assignment was as a Transportation Lieutenant during the Korean War. Following the war General Brooks served in various assignments with the Maryland Army National Guard to include Commanding the 29th Support Center, Maryland Army National Guard. He served most recently as director of the Maryland Civil Defense and Disaster Preparedness Agency. He was responsible to the governor and the secretary of Public Safety and Correctional Services for carrying out the state’s civil defense program. BRIGADIER GENERAL AVON C. JAMES Graduating Class of 1951 A 1951 graduate of Morgan, General James enlisted in the Air Force in 1951. After attendance at Officer Candidate School, he was commissioned a Second Lieutenant in 1953. His service includes an assignment at the 81st Fighter Wing, Bentwaters England. During his service he also served as First Deputy Commander for Automation, Headquarters USAF. He is Director of the Computer Resources Office of the Comptroller of the U.S. Air Force, in Washington, D.C. He is responsible for management and direction of the Air Force’s data processing program. Brig. Gen. James previously held several positions in applications of software for the Air Force Command and Control System. BRIGADIER GENERAL TALMADGE J. JACOBS Commissioning Class of 1955 in the branch of “Infantry” General Talmadge J. Jacobs received his commission through Morgan’s ROTC program in 1955 and has served more than 24 years in the Army Reserve. He served as a rifle platoon leader in the 79th Infantry and later as Chief of Staff of the 79th ARCOM. One of General Jacobs premier assignments was as Commander 157th Infantry Brigade. General Jacobs continued his education at the Philadelphia College of Osteopathic Medicine where he received a doctorate in osteopathy.

LIEUTENANT GENERAL ALLEN E. CHANDLER Commissioning Class of 1957 in the branch of “Medical Service” General Allen F. Chandler was a ROTC distinguished military graduate with a Bachelor of Science degree in chemistry from Morgan State College. He has served in numerous assignments to include Chief of Medical Services, 108th Combat Support Hospital and Senior Medical Advisor to the Adjutant General of Pennsylvania. He has also served as Deputy Surgeon General Army National Guard Affairs. He currently serves as Medical Director and Senior Physician for the Philadelphia Health Department. MAJOR GENERAL JACKSON ROZIER (Deceased) Commissioning Class of 1960 in the branch of “Signal” General Rozier graduated in 1960 and was commissioned in 1960 as a Signal Officer. He had over 30 years of commissioned service. General Rozier served in positions of great responsibility, such as Executive Officer, Division Support Command, 101st Airborne Division, and the Commander of the Division Support Command, 8th Infantry Division. He later served as Commanding General U.S. Army Ordnance School and Center. General Rozier was President/CEO of TESLOG Associates, Inc., a technology and information management support services company in Fairfax, Va. He earned a master’s degree in education from Howard University. In 1982, he was inducted in the Morgan ROTC Hall of Fame and in 1991, the Morgan State Athletic Hall of Fame. MAJOR GENERAL THOMAS LEVI PRATHER Commissioning Class of 1962 in the branch of “Ordnance” Major General Prather received a Bachelor of Science Degree in Music and was commissioned a Second Lieutenant, Ordinance Corps, in 1962. During his 33 years of service, Major General Prather held a variety of positions with great distinction including Commander of the Combat Equipment Battalion, Combat Equipment Group Europe. He also Commanded the Tobyhana Army Depot in Pennsylvania and U.S. Army Troop Support Command.

MAJOR GENERAL ARTHUR T. DEAN Commissioning Class of 1967 in the branch of “Adjutant General” Major General Dean spent 31 years in the U.S. Army. His assignments include Commander of the 18th Personnel Admin Battalion Fort Bragg and later the Commander of Task Force Victory in Honduras. One of his more notable assignments was Deputy Chief of Staff of Personnel, U.S. Army. He retired in 1998. Since retiring in 1998, General Dean has been the Chairman and CEO of Community Anti-Drug Coalitions of America (CADCA). LIEUTENANT GENERAL LARRY R. ELLIS Commissioning Class of 1969 in the branch of “Infantry” Lieutenant General(LTG) Ellis earned a Bachelor of Science degree from Morgan State College in 1969 and was commissioned a Second Lieutenant of Infantry. He has served at all levels including Assistant Division Commander 2nd Infantry Division and Commander of Task Force Eagle, Multinational Division, Bosnia. He has commanded at all levels culminating as Commander of the 1st Armored Division. He has most recently served as the Deputy Chief of Staff for Operations and Plans, U.S. Army. LTG Ellis was promoted to the Rank General and received his forth star on 13 Nov 2001. He now serves as the FORSCOM Commander for the Army. He is the forth African-American to have received the forth star and the first from an HBCU. MAJOR GENERAL WILLIAM “KIP” WARD Commissioning Class of 1971 in the branch of “Infantry” In 1971, Major General Ward graduated from Morgan and was commissioned a Second Lieutenant of Infantry and assigned to the 82nd Airborne Division, Ft. Bragg, N.C. His assignments include Commander 2d Brigade 10th Mountain Division (Operation Restore Hope, Mogadistu Somalia), Assistant Division Commander Support 82d Airborne Division and Commander of the 25th Infantry Division. Major General Ward is currently assigned as the Vice Director for Operations - J3 to the Joint Staff. Major General Ward has served in the Army for over 30 years.

BRIGADIER GENERAL BENNIE E. WILLIAMS Commissioning Class of 1972 in the branch of “Infantry” Brigadier General Williams is a Graduate of Morgan State University class of 1972 with a Bachelor of Science in Education Administration. General Williams received his Masters of Science degree in Transportation Management from Florida Institute of Technology. He has served as Chief of Transportation, Defense Logistics Agency and Chief of Staff, Defense Logistics Support Command. He has also commanded at various levels to include 16th Maintenance Battalion, Corps Support Command and 16th Corps Support Group, I Corps. He is presently serving as the Deputy Commanding General 21st Theater Support Command Europe. General Williams has over 29 year of distinguished service.
