The European Programme for Human Rights Education for Legal Professionals (HELP Programme) - Council of Europe -

HELP Programme MISSION The HELP Programme is a result of efforts by the Council of Europe for the implementation of the ECHR at the national level (in all 47 Member States). The HELP Programme enables the training of judges, lawyers and prosecutors regarding application of the ECHR in their daily work. IN COMPLIANCE WITH The Committee of Ministers Recommendation (2004)4 The Brighton Declaration (2012) The Parliamentary Assembly Resolution 1982 (2014)

HELP Programme RECOMMENDATION Rec(2004)4 of the Committee of Ministers to member states on the European Convention on Human Rights in university education and professional training (adopted at its 114 th Session on 12 May 2004) EMPHASIS placed on university education and professional training for legal professionals (judges, prosecutors and lawyers) at the national level regarding the European Convention on Human Rights and ECHR decisions on efforts towards effective (initial and continuous) education and professional training on promoting training of legal professionals in specific (specialised) fields

HELP Programme Brighton Declaration (The High Level Conference meeting on 19 and 20 April 2012) EMPHASIS on providing adequate information and education on ECtHR during training, further training and professional development of judges, prosecutors and lawyers on providing for translation of important ECtHR decisions and their summaries into the national languages of the member states on translation of the ECtHR Practical Guide and Admissibility Criteria into the national languages of the member states

HELP Programme RESOLUTION 1982 (2014) The European Convention on Human Rights: the need to reinforce the training of legal professionals (adopted by the Standing Committee, acting on behalf of the Assembly, on 7 March 2014) EMPHASIS on the HELP Programme (this programme is not intended to replace the efforts by relevant training institutions in the member states aimed at the inclusion of training on Convention rights in national programmes, but to help the member states to introduce such training by providing opportunities for it)

HELP Programme HELP FOCAL POINT Designated national experts. They act as a link between the relevant national institution for education and HELP Secretariat. They cooperate with the national institution for the training of judges and prosecutors. They transmit all the necessary information on learning opportunities offered by HELP.
