3 POPULATION CENSUS ORGANIZATION  Established in 1950 under the Census Act, 1949 as part of Ministry of Home Affairs.  After 1972 Census, Census Organization was established on permanent footing and made an attached department of Ministry of Interior.  In 1973 Registration Organization and Census Organization were merged and called as “Census & Registration Organization”.  In 1978, the Census Organization was detached from “Census & Registration Organization” and made an attached department of Statistics Division and renamed as PCO.

5 HISTORY OF CENSUS TAKING  First regular census in the areas now comprising Pakistan was held in Since then regular censuses have been conducted after every ten years.  After independence five censuses have been undertaken in 1951, 1961, 1972, 1981 and the last in  Census is held under the legal frame work of Census Ordinance of 1959 which authorizes the Federal Government to decide census dates, formulate census questionnaires and seek assistance from any quarter.

6 POPULATION AND HOUSING CENSUS  Population and Housing census is a stock taking of human resources of a country and their living conditions at one point of time.  Provides basic data on demographic, social and economic variables about each person and each housing unit.  Serves as bench mark for all socio-economic development plans, administrative activities, demographic research and projection of population to meet future needs.

7 LEGAL AND POLITICAL  Census also meets Legal / Constitutional requirements for: –Delineation of constituencies for National and Provincial Assemblies. –Providing basis for political representation in the National and Provincial Assemblies (Article 53 of Constitution). –Distribution of funds to the federating units by National Finance Commission (Article 160(2) of Constitution). –Determining quota for recruitment to all civil posts in the Federal Government.

8 SCOPE OF CENSUS i) Area to be covered. Census covers entire territory of Pakistan. ii) Population to be covered. All persons living in the country at the time of census dates are enumerated. Foreign nationals are also enumerated except diplomatic personnel and their families. iii) Topics of information (Questionnaire). iii) Topics of information (Questionnaire). Topics to be covered in the census depends on national needs. Questionnaires have been finalized through consultation with data users and experts. 9  Topics to be included, their precise concepts & definition, language & order determine the scope and quality of census data.  The choice of topics to be covered mainly depends upon national needs. Other considerations include:- national needs. Other considerations include:- i) Comparability and continuity of census information. ii) Quality of data collected in previous census. iii) Ability and willingness of people to provide adequate information. iv) Availability of resources in term of money, men and material. v) International practice and recommendations. 17 CENSUS METHODOLOGY  Enumeration Method: Canvasser method to be used in which information is collected and recorded by the enumerator through door to door visit.  Population Count: Population to be counted at usual place of residence (De-jure method) for comparison over the past. Population by district of birth also to be counted and published.  Field Operation: Census is usually held in two phases: House Listing and Population & Housing Census. House Listing is usually carried out a few months before the main census.

18 DICISION TO HOLD CENSUS (contd.)  The matter has been reconsidered by the Committee of Common Interests in a meeting held on 8 th Nov under the chairmanship of the Prime Minister.  It has been decided that Census may be conducted as per following schedule: - Household ListingMarch/April, Population and Housing CensusSept./October, 2011.

19 ARRANGEMENTS/ PREPARATIONS MADE FOR THE CENSUS 2011

20 CONSULTATION WITH DATA USERS  All data users and stake holders consulted to determine national needs and formulation of census questionnaires.  Workshops on Census Methodology held which were attended by national and international experts.  Specialized consultative expert group was formed to finalize the census questionnaires.  Census Advisory Committee comprising representatives of Federal & Provincial Governments, leading universities and experts from relevant fields, reviewed and endorsed census plan and questionnaires.

22 PREPRATION OF MAPS  Maps help in proper delimitation, control of census operations and presentation of census results.  Maps of each Admin as well as Census Area have been prepared/updated.  maps of rural areas (village) prepared and updated.  7594 maps of urban areas (census circles) prepared. Maps are being verified through satellite images (Google Earth).  Block maps showing the physical landmarks have been prepared which will be provided to the enumerators and supervisors.

29  Census operation requires a field force of 175,000 as enumerators and supervisors.  The services of school teachers and employees of other Government Departments are hired as enumerators / supervisors.  Supervisor and enumerators to be deployed in the census areas.  Participation of females is encouraged census operation as enumerators and supervisors.  Enumerators and supervisors are paid one month salary as remuneration. 31  Quality of census data depends on proper training of field staff. Instruction Manuals are prepared for enumerators and supervisors.  Extensive training of field staff is arranged in which concept, definitions, interviewing technique and procedure for filling of forms is explained.  Field Operation Plan (FOP) covering all field activities like cartography, delimitation of areas, appointment & training of staff, distribution & retrieval of census material, etc. is prepared for census managers. TRAINING OF FIELD STAFF

32  House listing Operation; House numbering / listing to identify residential and non-residential housing units and prepare inventory of households.  Main Census Operation; Main Census to collect individual information through door to door visit and interaction of enumerator with the head or responsible member of household.  Field Supervision; Supervision/monitoring to ensure accuracy in recording of information. Each supervisor to fill certain number of forms of each block independently. ENUMERATION ACTIVITIES

33  An effective publicity campaign is launched through electronic and print media to create awareness, educate the general public and motivate the field staff.  Publicity strategy includes messages of the President / Prime Minister, interviews by the Secretary, Chief Census Commissioner and other experts.  Other publicity material like posters, brief news, advertisements, etc. to be displayed during census period.  A Web-Site on Census-2011 has been launched for information of the data users as well as the general public. PUBLICITY CAMPAIGN

34 DATA PROCESSING  Manual editing of filled-in census forms to check area codes and basic data items before data entry.  Coding of open ended questions on occupation, industry, district of birth and migration, etc.  Data entry - accurate and speedy transfer of data for further processing (through ICR).  Computer editing and imputation of missing values.  Preliminary tabulation and consistency checking.  Final tabulation according to pre-determined tabulation plan.
