Agenda Private Sewer Laterals as Contributors to SSOs Purpose of Task Force Key Issues Being Investigated Impacts to Wastewater Schedule of Planned Activities Materials in Development Task Force Members Next Steps

Typical House Lateral Private Sanitary Sewer Lateral Property Line Cleanout 2-way Cleanout Public Sanitary Sewer Main (owned and maintained by Sanitation Agency) Manhole

Why PSLs are Important Recent intense focus on Sanitary Sewer Overflows (SSOs) Recent news coverage Proposed Federal legislation (Raw Sewage Overflow Community Right-to-know Act) 2-hour reporting requirements 2004 EPA Report to Congress on SSOs/CSOs EPA Comments at CWEA Annual Conference

Problems Related to PSLs Sewer system is a continuum PSLs may comprise as much as 50% of length of sewer system “French drain effect” Source of Blockages Source of I/I: Present a challenge to I/I correction programs WERF survey of 22 agencies found that laterals contribute 7% to 80% of I/I (mean of 40%)

Purpose of Task Force The purpose of the Task Force is to inform the CASA Board on the issues and problems surrounding private sewer laterals so that the Board can make an informed decision on whether or not to pursue a legislative fix

Key Issues Being Investigated Alternatives for Improving Maintenance of PSLs Benefits and Impacts of Statewide Legislation of PSLs Implementation details/challenges Potential Support & Opposition

Impact of PSL Legislation to Wastewater Benefits: Proactive Approach to Addressing a Statewide Issue Improved maintenance of critical infrastructure Reduced SSOs from Blockages Reduced SSOs from I/I Concerns: Rate Impacts Resource Requirements Increased Liability? Political Considerations Does One Size Fit All?

Schedule of Planned Activities Phase I (May–Aug 2008): Develop recommendations Finalize key documents Begin testing waters for support & opposition Brief CASA Board at August conference Receive direction on whether to pursue Phase II Phase II (Sep 2008 – Jan 2009): Develop legislative language Build coalition for support Perform outreach to opposition Identify sponsor and finalize bill language Report to Board at Mid- Year Conference
