 The war has left a deficit in the 45 to 55 year old bracket. These are currently of working age and struggling to pay for the dependant population.  When the baby boom generation (after WW2) reach pensionable age they will be a huge drain on government funds.  General De Gaulle said that the only way to maintain their status as a major power was with a high birth rate.
