GSDI6 - preconference workshop - data policy 4 Context Greater availability of e-services Expectations from citizens – For on-line services, also public ones – To have to pay for good services More interactivity between citizens, and between government and citizens Opportunities, but also limitations – Privacy, security, etc. – Public e-services will be additionally, not replacement

GSDI6 - preconference workshop - data policy 9 Recommendations (1) Maximising access is the goal, this includes – Possibility to view PSI free at the point of access Data providers considers the technical/practical/legal considerations in each case – Define clearly what one gets access to Harmonise the definitions of rights and licenses used Harmonisation of rights and licenses for PSI – Start with the main data suppliers – Start with people who need to deal with each other

GSDI6 - preconference workshop - data policy 10 Recommendations (2) Users must be able to achieve their objectives without being impeded by the terms and conditions regarding them and the usage of geographic data – If a license is needed, it must be KISS (Keep it simple and short) and Clear Similar for similar products and for similar users types of users and usage – Citizen, Public/local, Public/central, Private, NGO, NFP – View, R+D, Statuary use, Dissemination, Value added

GSDI6 - preconference workshop - data policy 11 Recommendations (3) Liability – A need to define products, limitations of products, and agree on liability for information services – Liability depends on ambition of service and reasonable expectations of user – Contracts and legislation is needed All services have to be funded – Public funding or user payment - whatever is sustainable – Depends on what promotes the best access

GSDI6 - preconference workshop - data policy 12 Recommendations (4) Regulatory framework – Ensure that information monopolies are used to Maximise access for the public and public users Create a level playing field for commercial operators – Privatisation of a public sector activity must consider the rights to information established – Regulations if voluntary solutions does not work Independent and qualified advice that people might want to follow is the best way Both between different levels of government and between public and private sector

GSDI6 - preconference workshop - data policy 13 Recommendation (5) If regulation is needed, it will: – define service to be supplied – arbitrate between suppliers and consumers in case of dispute complaint. – arbitrate between suppliers ( e.g. sub suppliers) – set fair prices. – ensure fair competition. – ensure that suppliers provide accurate information about their products and services

GSDI6 - preconference workshop - data policy 14 Financial aspects Recommendations (1) The provision of an universal GI service requires a conventional regulatory regime GI usage should be maximized through incentives to promote data sharing Innovative financial regimes must be developed to maximize the sustainable, cost/effective production and use of GI. ( e.g. co- financing), compatible with the status of the data (reference data, Cadaster, Census…)
