5 INTRODUCTION Department of Water Affairs, as a national sphere supports Local Government (WSAs) in the context of the constitution. The Department’s mandate in terms of the Water Services Act is to provide a framework for providing sustainable water and sanitation services by Water Services Authorities and Water Service Providers. The National Water Act provides for the regulation of bulk water abstraction and effluent discharges in to the rivers.

Creating employment opportunities for women in the Working for Water programme. Contractors currently employed are 8320 Contractors to be exited are of the contractors are females, 647 are youth and 168 are disabled. 61% for Working for Water in the first quarter during 2009/10

20 CHALLENGES DWWWM challenges - treatment plants that require refurbishment, operations and maintenance as well as upgrading of those that are beyond their carrying capacity. The latest study has shown that almost all our sewage works in the province are overloaded. Monitoring systems data not submitted to the Department waste water quality assurance. Most plants do not have authorizations. Skills shortage and vacancy rate of operators. Lack of proper planning and not ring fencing funding for by WSAs – WSDP, WCWDM, Asset Management Plans, O&M, etc

21 DELMAS In 2007/2008, the department spent about R18 million to refurbish the boreholes and install a temporal treatment works of 12mg/l/day. The recommendations presented to the municipality by DWA were not fully implemented. The current diarrhea cases stand at 1664 as at 25 August Upon investigation, it was discovered that chlorine levels were very high and that a borehole from MPC chicken was contaminated where a lot of cases were seen. 21 CHALLENGES cont….

24 RECOMMENDATIONS The Department of Water Affairs will strengthen the IGR approach and framework focusing on the following broad areas, as a way forward Increased collaboration with the provincial government – Water Sector Forum,LG5YSA. Reconfiguration of the Bushbuckridge Water Board through consultations with the provincial government Increase the collaboration with Water User Associations through the Water User Association Forum meetings.

25 RECOMMENDATIONS Cont.. Engaging the province to intervene in WSA’s that are failing to discharge their mandate in terms of service delivery. Increased regulation of the WSA’s (support will be regulatory driven). Implementation of recommendations from the Ministerial (COGTA) task team on community protests report in Mpumalanga Supporting municipalities to get authorizations for their plants (10%). Rand Water to assists Delmas Municipality with Water Management. WATER MANAGEMENT INSTITUTIONS – BUSHBUCKRIDGE WATER BOARD Water Board to have representatives as Board members from Local Government. Change of the current name from Bushbuckridge Water Board to the proposed name of Mpumalanga Water Board Three water boards to service Mpumalanga province.

26 RECOMMENDATIONS Cont.. Province to facilitate the signing of the Service Level Agreement Bulk MIG and equitable share funding to be ring fenced to water boards Ehlanzeni Water Board to take over functions of the entire province over a five year or more period. Increasing funding for the regional bulk water supply projects i.e the Inyaka and Acornhoek bulk projects.
